Mishnah Berakhot 4:1
The Mishnah establishes the time for Mincha as from the 'great Mincha' (from 6.5 hours into the day) and the 'small Mincha' (from 9.5 hours), setting the foundational times for the afternoon prayer.
תְּפִלַּת הַמִּנְחָה עַד הָעֶרֶב. רַבִּי יְהוּדָה אוֹמֵר, עַד פְּלַג הַמִּנְחָה.
Rabbi Yehuda says: It may be recited only until four hours after sunrise. According to the Rabbis, the afternoon prayer may be recited until the evening. Rabbi Yehuda says: It may be recited only until the midpoint of the afternoon [pelag haminḥa], i.e., the midpoint of the period that begins with the sacrifice of the daily afternoon offering and ends at nightfall, which is the end of the afternoon.

Berakhot 26b
The Talmud records the dispute between Rabbi Yehuda and the Rabbanan: Rabbi Yehuda holds that Mincha may only be prayed until plag hamincha, while the Rabbanan hold it may be prayed until sunset. This is the foundational Talmudic sugya for the entire question.
וּמִפְּנֵי מָה אָמְרוּ תְּפִלַּת הַמִּנְחָה עַד הָעֶרֶב — שֶׁהֲרֵי, תָּמִיד שֶׁל בֵּין הָעַרְבַּיִם קָרֵב וְהוֹלֵךְ עַד הָעֶרֶב. רַבִּי יְהוּדָה אוֹמֵר: עַד פְּלַג הַמִּנְחָה, שֶׁהֲרֵי תָּמִיד שֶׁל בֵּין הָעַרְבַּיִם קָרֵב וְהוֹלֵךְ עַד פְּלַג הַמִּנְחָה. אִיבַּעְיָא לְהוּ: רַבִּי יְהוּדָה, פְּלַג מִנְחָה קַמָּא קָאָמַר אוֹ פְּלַג מִנְחָה אַחֲרוֹנָה קָאָמַר? תָּא שְׁמַע דְּתַנְיָא, רַבִּי יְהוּדָה אוֹמֵר: פְּלַג הַמִּנְחָה אַחֲרוֹנָה אָמְרוּ, וְהִיא אַחַת עֶשְׂרֵה שָׁעוֹת חָסֵר רְבִיעַ.
And why did the Rabbis say that the afternoon prayer may be recited until the evening? Because the daily afternoon offering is sacrificed until the evening. Rabbi Yehuda says that the afternoon prayer may be recited only until the midpoint of the afternoon because, according to his opinion, the daily afternoon offering is sacrificed until the midpoint of the afternoon. On that note, a dilemma was raised before them: Rabbi Yehuda, who holds that the afternoon prayer may be recited only until the midpoint of the afternoon, does he say the midpoint of the first minḥa, minḥa gedola? Or, does he say the midpoint of the last minḥa? Come and hear an explicit resolution to this dilemma: As it was taught in a baraita, Rabbi Yehuda says: They said the midpoint of the last minḥa, and that is eleven hours minus a quarter of an hour after sunrise, i.e., an hour-and-a-quarter hours before sunset.

The Rabbis taught in a baraita: If the obligation to recite two prayers was before him, one, the afternoon prayer and one, the additional prayer, he recites the afternoon prayer first and the additional prayer thereafter, because this, the afternoon prayer, is recited on a frequent basis, and this one, the additional prayer, is recited on a relatively infrequent basis. Rabbi Yehuda says: He recites the additional prayer first and the afternoon prayer thereafter, because this, the additional prayer, is a mitzva whose time soon elapses, as it may only be recited until the seventh hour and this, the afternoon prayer, is a mitzva whose time does not soon elapse as one may recite it until the midpoint of the afternoon. Rabbi Yoḥanan said: The halakha is that he recites the afternoon prayer first and the additional prayer thereafter, in accordance with the opinion of the Rabbis.

Come and hear another proof: On or of Yom Kippur, one recites seven blessings in the Amida prayer and confesses his sins; in the morning prayer, one recites seven blessings and confesses; in the additional prayer, one recites seven blessings and confesses; in the afternoon prayer, one recites seven blessings and confesses; in the evening prayer, one recites an abridged version of the standard Amida prayer of eighteen blessings, as the people are weary from fasting. Rabbi Ḥanina ben Gamliel says in the name of his forefathers: One recites the eighteen complete blessings, due to the fact that he is required to recite havdala in the fourth blessing of the Amida: Who graciously grants knowledge. It cannot be inserted in the abridged version. Apparently, or is evening. The Gemara concludes: Indeed, learn from it that or means evening.

גְּמָ׳ הֵי ״סָמוּךְ לַמִּנְחָה״? אִילֵּימָא לְמִנְחָה גְּדוֹלָה — אַמַּאי לָא? הָאִיכָּא שְׁהוּת בַּיּוֹם טוּבָא! אֶלָּא סָמוּךְ לְמִנְחָה קְטַנָּה. אִם הִתְחִילוּ אֵין מַפְסִיקִין. נֵימָא תֶּיהְוֵי תְּיוּבְתָּא דְּרַבִּי יְהוֹשֻׁעַ בֶּן לֵוִי, דְּאָמַר רַבִּי יְהוֹשֻׁעַ בֶּן לֵוִי: כֵּיוָן שֶׁהִגִּיעַ זְמַן תְּפִלַּת הַמִּנְחָה, אָסוּר לְאָדָם שֶׁיִּטְעוֹם כְּלוּם קוֹדֶם שֶׁיִּתְפַּלֵּל תְּפִלַּת הַמִּנְחָה.
GEMARA: First, the Gemara seeks to clarify: Which “adjacent to minḥa,” in other words, adjacent to which minḥa is the mishna referring? There is a difference between the time of greater minḥa [minḥa gedola], which begins approximately a half hour after noon, and the time of lesser minḥa [minḥa ketana], which begins approximately two and a half hours before sunset. The Gemara elaborates: If you say that it is prohibited to perform all of these activities adjacent to minḥa gedola, why not? Isn’t there still much time remaining in the day? Rather, the mishna means adjacent to minḥa ketana. The Gemara asks: In that case, if they started, they need not stop. Let us say that this will be a conclusive refutation of the opinion of Rabbi Yehoshua ben Levi, as Rabbi Yehoshua ben Levi said: Once the time of the afternoon prayer has arrived, it is prohibited for a person to taste anything before he recites the afternoon prayer. The implication is that even if one began to eat he must stop.

The Gemara continues to discuss the possibility of reciting the evening prayer early, even on Shabbat. Rabbi Ḥiyya bar Avin said: Rav prayed the Shabbat prayer on the eve of Shabbat before nightfall. Rabbi Yoshiya would pray the evening prayer of the conclusion of Shabbat on Shabbat. With regard to the fact that Rav prayed the Shabbat prayer on the eve of Shabbat before nightfall, the dilemma is raised: In those cases, did he recite kiddush over the cup of wine, or did he not recite kiddush over the cup of wine before the stars emerged? Come and hear a resolution to this, as Rav Naḥman said that Shmuel said: One prays the Shabbat prayer on the eve of Shabbat before nightfall and recites kiddush over the cup of wine. And the halakha is in accordance with his ruling. Rabbi Zeira said that Rabbi Asi said that Rabbi Elazar said that Rabbi Ḥanina said that Rav said: Alongside this specific pillar before me, Rabbi Yishmael, son of Rabbi Yosei, prayed the Shabbat prayer on the eve of Shabbat before nightfall.

The Gemara answers: He requires this verse of “keep your Shabbat” for that which was taught in a baraita: The verse states: “And you shall afflict your souls on the ninth day of the month at evening, from evening until evening, you shall rest on your Shabbat” (Leviticus 23:32). One might have thought that one should start to afflict oneself on the ninth of Tishrei; therefore, the verse states “at evening.” If the Torah had stated only “at evening,” one might have thought that the fast starts only when darkness falls; therefore, the verse states “on the ninth,” implying that one begins to fast on the ninth of Tishrei. How can these verses be reconciled? One begins to fast while it is still daytime; from here it is derived that one sanctifies and extends from the non-sacred weekday to the sacred day of Yom Kippur. I have derived only that one must add time at the beginning of Yom Kippur. From where do I derive that one adds time at the conclusion of Yom Kippur? The verse states: “From evening until evening” (Leviticus 23:32), implying that one adds at the end as well, just as he does at the beginning. And I have derived only the mitzva of adding to Yom Kippur; from where is it derived that one must also sanctify and append time before and after Festivals? The verse states: “You shall rest” (Leviticus 23:32), to teach that this rule applies even to Festivals, on which one is commanded to rest. I have derived only that one adds an extension to Festivals; from where do I derive that one must also sanctify and append to Shabbatot? The verse states: “Your Shabbat” (Leviticus 23:32). How so? Every place the term: Rest [shevut] is stated, it teaches from here that one sanctifies and appends from the non-sacred weekday to the sacred.
