A — Ibn Ezra is bold here: the Torah does *not* address olam haba at the peshat level, ever. His reasoning is a principle of Torah pedagogy: "התורה נתנה לכל, לא לאחד לבדו. ודבר העולם הבא לא יבינו אחד מני אלף, כי עמוק הוא." Torah is given for the masses, but olam haba is a metaphysical concept comprehensible only to a tiny minority of philosophical adepts. Therefore Torah cannot legislate around it as a primary content — that would make Torah inaccessible to its intended audience. The peshat of "אני אמית ואחיה" must be national-historical: Hashem afflicts and revives the nation; Israel is in galut, Israel will be restored. "אני הוא שהמתי את ישראל, ואני אחיה אותם." Same in "ה' ממית ומחיה" (Shmuel I 2:6) — about national/historical fortunes. *However*, olam haba is hinted at as a *sod* (esoteric layer) — Ibn Ezra points to it in Gan Eden's עץ החיים, in Tehillim 49:16 ("יפדה נפשי מיד שאול"), in Tehillim 73:24 ("ואחר כבוד תקחני"), and others. His vision of olam haba is philosophical: "דבקות הנשמה בקב"ה" — the soul cleaving to God, attained through "עבודת הלב" of contemplating divine works as a ladder to "דעת ה'." The two-layer reading — peshat for everyone, sod for the maskil — preserves Torah's universal reach while leaving room for the depth Chazal saw. Rav Hai Gaon's position is parallel: olam haba is known by mesorah, so the verse didn't need to spell it out.
