Rashi on Deuteronomy 1:8

The passage presents two related consequences of trusting in God's promise: the Israelites will not need to wage war because no one will contest their possession of the land, and had they not sent spies they would not have needed weapons at all.

באו ורשו. אֵין מְעַרְעֵר בַּדָּבָר, וְאֵינְכֶם צְרִיכִים לְמִלְחָמָה, אִלּוּ לֹא שָׁלְחוּ מְרַגְּלִים לֹא הָיוּ צְרִיכִים לִכְלֵי זַיִן (ע' שם):

באו ורשו GO IN AND POSSESS [THE LAND] — There is no one who will contest the matter, and you will not need to wage war. Indeed, had they not sent the spies, but had trusted in God's promise, they would not have needed weapons of war (cf. Sifrei Devarim 7).
