Ibn Ezra on Exodus 28:4
Q — Pasuk 4 lists six "בגדים אשר יעשו" — but the kohen gadol wears eight begadim. Where are the mikhnasayim and the tzitz? And what is the principle governing the order?
A — Two answers, both leveraging principles Ibn Ezra has built earlier. (1) On the missing items: mikhnasayim are "מנהג כל אדם ללבוש" — common underclothing, not distinctive priestly attire. The tzitz isn't a beged at all — it's a tachshit (ornament) placed on the mitznefet, in the same category as the Urim ve'Tumim (which everyone agrees aren't begadim). Chazal called the kohen gadol's eight items "begadim" because the MAJORITY are begadim — same "אחר הרוב" principle as the kesef in Truma. (2) On the order: top-down by position (chosen on top of efod on top of me'il on top of kutonet), with mitznefet and avnet appearing not by position but by importance ("מהבגד הנכבד עד הבגד הפחות"). And in Tzav where "וישם את המצנפת" appears LAST in the sequence of dressing — that's the וי"ו for past-perfect ("וכבר שם המצנפת"), the same grammatical move Ibn Ezra used to read Bereshit 1:9 and Zechariah 3.
ולא הזכיר בפסוק הזה, שהוא סופר בגדי כהונה את ציץ נזר הקדש, כי אינו בגד. וקדמונינו הזכירו, בעבור הרבים שמונה בגדי כהונה. ואין האורים והתומים בגדים... והזכיר בתחלה החשן, שהיה למעלה מהאפוד, שהוא למעלה מהמעיל, ואחר כן הכתונת והאבנט החוגר אותו והמצנפת על ראשו.
