What the sources say

The Vilna Gaon, in Even Sheleimah 1:5 on the pasuk "a man's heart plans his way, but Hashem establishes his steps" (Mishlei 16:9), explains that a person has two faculties, the intellect of thought and the intellect of action, and must constantly examine the way he walks to see whether it contains sin so that he may distance himself from it, while asking God to establish his steps, since a man's steps are directed by Hashem, meaning that He saves him from evil and prevents evil from reaching him.

He adds in Even Sheleimah 4:17 that all of a person's ways follow his initial will, which can seem pure and upright to him even though only Hashem truly weighs the spirit, so that one cannot rely on human intellect alone but must search the inner chambers of his spirit to see whether that first will contained any hidden bias, since even a small root of bitterness can cause a person to fall from heaven to earth while following what seems right in his own eyes.

In Even Sheleimah 1:7, commenting on "educate the youth according to his way," the Gaon extends this theme of a person's given path by explaining that one cannot break the constellation or nature with which he was born, but where that nature is toward evil, free choice is granted so that a person may direct that same inclination toward righteousness, mediocrity, or wickedness, showing that human planning operates within, but does not override, what has been set for a person from above.
