Shulchan Arukh, Orach Chayim 675:3
A woman is obligated in lighting Chanukah candles and may do so; however, if a deaf-mute, mentally incompetent person, or minor lights, it accomplishes nothing even if an adult was present, though some say a minor who has reached the age of chinuch may light; the Hagah adds that according to our practice, where each household member lights individually, a minor who has reached the age of chinuch must also light.
אשה מדלקת נר חנוכה שאף היא חייבת בה אבל אם הדליקה חרש שוטה וקטן לא עשה כלום ואע"פ שהניחה גדול ויש מי שאומר בקטן שהגיע לחינוך מותר: הגה ולדידן דכל אחד מבני הבית מדליק בפני עצמו קטן שהגיע לחינוך צריך להדליק ג"כ:

The passage interprets the Mishnah's teaching that the mitzvah of Chanukah is one candle per household (or per person for those who are meticulous) to mean that parents must not only possess Jewish awareness themselves, but must transmit this awareness to all members of their household, and must give special attention to educating each child individually in Torah and Judaism so that the light of the mitzvah burns within their hearts as well.

A child on the day before his bar mitzvah, if he has a celebration (eirunut), is exempt from all obligations since it is his day of instruction, except for a groom who is sung to, which is equivalent and also exempts from all obligations and casts lots; a groom on his wedding day before bar mitzvah is exempt, but if there is no eirunut celebration for a child before bar mitzvah, he is not exempt from any obligation.
ונער בר מצוה באותו שבת אם יש לו עירנית דוחה לכל החיובים כיון שהוא יום חינוכו חוץ מן החתן שמזמרים אותו שהוא שוה לו שדוחה ג"כ לכל החיובים ויפילו גורל, וחתן ביום חתונתו קודם לבר מצוה ואם אין לו דין עירנות לבר מצוה אינו דוחה שום חיוב ועמ"ש סימן רכ"ה:
