A — Mishpatim was BEFORE the chet ha'egel and the שבירת הלוחות, in a state where "חרות" was guaranteed and "אין כל אומה ולשון שולטת בהן" — so the special protection of an unguarded land needed no mention. After the egel, the nations CAN dominate Israel, so an explicit Divine promise of protection during aliyah l'regel was necessary.
