Q — Are Moshe's words a complaint about the burden of leading Israel?

A — NO — they are a BLESSING. Like a wealthy parent whose burdens stem from a multitude of children blesses his children that they too will know such "burdens" from their own children — so Moshe blesses Israel that their future shepherds (Yeshayahu, Yirmiyahu, and so on) will continue to "complain" about caring for them, because such complaints arise only from abundance. "ואומר אליכם בעת ההיא לאמר" — meaning, so too will others say in time.
