One, so that the Jews should not ascend to Eretz Yisrael as a wall, but little by little. And another one, that the Holy One, Blessed be He, adjured the Jews that they should not rebel against the rule of the nations of the world. And the last one is that the Holy One, Blessed be He, adjured the nations of the world that they should not subjugate the Jews excessively.

Some authorities hold that according to Maimonides, settlement of the Land of Israel was a mitzvah until Israel took two oaths (in Ketubot 111a)—one in which God made Israel swear not to ascend with force to the Land, and another in which God made Israel swear not to rebel against the nations—but that since the Balfour Declaration and following the reasoning of Rabbi Meir Simcha of Dvinsk, the prohibition of those oaths has been lifted by royal permission, thereby reviving the mitzvah of settling the Land even according to Maimonides; moreover, some argue that the three oaths are interdependent, and since the nations violated their corresponding oath by persecuting and destroying a significant portion of the Jewish people, their breach nullified the earlier oaths.
