Q — Why did the leaders of בני יוסף approach only Moshe and the נשיאים — and NOT Elazar HaKohen, as בנות צלפחד had?

A — They understood that the restriction requiring an heiress to marry within her tribe was הוראת שעה — applicable only to the conquest generation, per Bava Batra 120a. Had they consulted Elazar, his answer via אורים ותומים would have been a NIVUA — and "גזירת אורים ותומים אינה חוזרת." So they deliberately asked only Moshe and the nesi'im, whose ruling was not nevuah-locked and could naturally lapse after that generation.
