Q — Why does מתנות עניים appear in the middle of the parshat hamoadim — immediately after Shavuot — and why is it repeated from Kedoshim?

A — To teach that מתן תורה was given not only for the chukim but also for the rational mitzvot. Without emunah in Hashem, the human mind can rationalize anything — even kibud av va'em can be twisted "בשם השכל." Therefore matanot aniyim is performed not because it is rational but because "אני ה' אלהיכם" — the same Hashem who gave the chukim commanded these mitzvot too.
