Q — Why does Hashem use different similes for Bnei Yisrael's multitude — stars, sand of the sea, dust of the earth — at different moments, and why does this verse pair stars with sand specifically?
A — Each simile keys to a different historical era. Stars (ככוכבי השמים) signify times of גדולה — prosperity and prominence. Sand on the shore (כחול אשר על שפת הים) signifies the era when the nations rise up to swallow Yisrael — sand looks weak but breaks the waves: 'כמו הגלים המתנשאים כאילו רצו לשטוף את כל העולם ומיד כאשר יגיעו אל החול הם נשברים.' Dust of the earth, by contrast, signifies the bitterest moments of trampling. The promise to Avraham at the akeidah covers both the heights and the depths of Jewish destiny in a single breath.
מצינו לפעמים שמדמה את ישראל לכוכבים, ולפעמים לחול אשר על שפת הים, ולפעמים לעפר... כי הכל מורה על זמן אחר. כי בזמן השלווה וההצלחה הוא ממשילם לכוכבים לשון גדולה... ודמיון החול הוא מורה על הזמן שהאומות קמים על ישראל לכלותם ולא יוכלו להם, כמו הגלים המתנשאים כאילו רצו לשטוף את כל העולם ומיד כאשר יגיעו אל החול הם נשברים.
