A — HaKtav VeHaKabbalah's chiddush rests on a precise semantic distinction. 'חיל' names a fighting force by its *raw strength* — power directed wherever its leaders want to direct it ('אשמח כי רב חילי,' 'לא בחיל ולא בכח'). 'צבא,' by contrast, names a force by its *willing unity* in a chosen cause — the root צב has the sense of voluntary togetherness ('צבתים' = bundles, Aramaic 'צבי' = will). 'צבא' is the praiseworthy term: a force that has aligned its will with a higher mission. When Yisrael's army fought as Hashem commanded, they were a 'צבא' — willing soldiers of a divine cause. When they kept the women alive in violation of the command, they had reverted to acting on their own will — like any other army on earth — so the term shifted to 'חיל,' raw force. The one-word change is the rebuke.
