The week that Tisha B'av falls in, it is forbidden to get a haircut or launder even if he does not want to wear now rather to place until after Tisha B'av or even if he only has one garment, it is forbidden. And the laundering of other lands it is possible that it is like the laundering of the Land of Israel, and forbidden. Additionally, there are that explain geyhutz as water and ash or carbonate or soap whereas laundering is just water. And today we do not launder in water alone and we find that laundering today is geyhutz and forbidden legally even linen garments to wear there is. Rema: We are accustomed to be strict in all of this from the beginning of Rosh Chodesh until after the fast unless for the need of a mitzvah like a women to wear white, it is allowed to launder and wear whites and fold underneath her (Rokeach and Or Zarua). But Tisha B'av itself, she should not wear whites rather wear a garment that is checked and nice [Haagos Shaarei Dora]. Similarly for the honor of Shabbos we wear linen clothes and fold whites (i.e. like tablecloths) like other Shabboses. It is forbidden to give garments to a Gentile launderer to launder from Rosh Chodesh and on, but before Rosh Chodesh it is allowed to give even though they will wash after Rosh Chodesh (Tosafos Chapter 4 of Taanis and the Maharil) New garments whether white or dyed whether wool or linen, it is forbidden to wear on this week. (We are strict from Rosh Chodesh and on.)

It is customary not to say the berachah, Shehecheyanu during these days. Therefore, you should not buy or put on a new garment, since that would make it necessary for you to say the berachah, Shehecheyanu. But at the occasion of a Pidyon haben, (redemption of the firstborn), Shehecheyanu must be said, so as not to postpone the fulfillment of the mitzvah. Concerning a new fruit, we are lenient and say Shehecheyanu on Shabbos or even on a weekday, if this fruit will not be available after Tishah beAv. Teachers should not strike students, and parents should not strike their children during these days. You should not wash any laundry during the nine days; not even a shirt or a garment that you will not wear until after the fast day. It is forbidden even to have it washed by a non-Jewish washerwoman. A Jewish woman is permitted to wash the clothes of a non-Jew; nevertheless, during the week in which Tishah beAv occurs, she should be diligent [not to do this work]. During these nine days, it is also forbidden to put on laundered clothing, or to spread linen, even if they were washed before. However in honor of Shabbos, you may put on clean linen garments (undershirts and socks) and spread a fresh tablecloth on the table, and change washcloths and towels, just as you do on other Shabbosos. But it is forbidden to spread clean sheets. A woman who is required to put on clean white undergarments when she begins to count the seven clean days, is permitted to wash her undergarments, and to put them on. Also diapers, which are dirtied constantly, may be washed.

אסרו חכמים לכבס בשבוע שחל בו תשעה באב (תענית כו, ב). וזה אחד מביטויי האבלות, שמתוך צער והזדהות עם הנפטר או עם חורבן הבית, האדם מפסיק לטפח ולפנק את עצמו. בכלל האיסור גם גיהוץ בגדים או כיבוסם בכיבוס יבש. כיוון שהאיסור ללבוש בגדים מכובסים נמשך כמה ימים, נוהגים להכין לתקופת האיסור כמה בגדים משומשים. וכך עושים: לובשים לפני זמן האיסור כמה בגדים, כל בגד כשעה ויותר, ועל ידי כך אותם בגדים כבר לא יחשבו מכובסים, ויהיה מותר ללובשם בזמן האיסור. מי שלא הכין לעצמו בגדים לפני זמן האיסור, יכול לקחת בגד מכובס ולהניחו על הרצפה למשך זמן או לדרוך עליו, כך שכבר לא יחשב מכובס, וממילא יוכל ללובשו. מותר ללבוש בימים אלו לבנים וגרביים מכובסים ולהחליף מגבות ידיים שנזדהמו, שהואיל וכיום רגילים להחליפם לעיתים תכופות, אין בהחלפתם צד של תענוג אלא רק הסרת מיאוס. במצב של ספק אם הגיעו לשלב שרגילים להחליפם, טוב להניח את המכובסים על הרצפה לפני שילבשום. בשעת הצורך כאשר לא נותרו לבנים נקיים, מותר לכבסם, וטוב כשאפשר להוסיפם למכונה שמכבסים בה את בגדי הקטנים.

The Sages prohibited laundering clothes during the week in which Tisha Be-Av falls (Ta’anit 26b). This is an expression of mourning; out of pain and identification with the deceased or with the Temple’s destruction, one ceases to take care of himself and pamper himself. Ironing and dry cleaning are included in this prohibition. Since the prohibition on wearing laundered garments lasts for several days, there is a custom to prepare a sufficient amount of “worn” clothes for this period. The procedure is as follows: before the prohibitions take effect, one must wear multiple articles of clothing in succession, each for about an hour or more. This way, the garments are no longer considered freshly laundered and thus may be worn during the prohibited period. One who did not manage to prepare clothes for himself before the prohibitions began to take effect may take a laundered garment, throw it on the floor, and even step on it. By doing so, it is no longer considered laundered and may thus be worn. During this period, one may wear clean underwear and socks and change soiled hand towels. Since people are accustomed nowadays to changing these items frequently, changing them does not have any element of pleasure; rather, it is simply removing something repulsive. However, since it is difficult to know exactly when these items have reached the point of becoming repulsive enough to be changed, in a case of uncertainty it is preferable to place the fresh ones on the floor before wearing them. In a time of need, when one is left without any clean underwear, one may wash underwear even on behalf of adults. However, it is preferable, when possible, to add one’s children’s clothes to this load of laundry.
