What the sources say

The Gemara in Sanhedrin 41b:12 establishes that Rabbi Yochanan taught one may bless the new moon until its "deficiency is filled," with Rav Yehuda limiting this to seven days and the Nehardeans extending it to sixteen, without any explicit mention of a three-day minimum.

Several Rishonim, cited by the Arukh HaShulchan (Orach Chaim 426:13) and the Magen Avraham (426:12), held that one may bless the moon even on the very first night, and Talmidei Rabbeinu Yona are cited as permitting it on the second or third day, since only on the first day is the light too small to be enjoyed.

The three-day position is attributed to Talmidei Rabbeinu Yona and the Bach as cited in Kaf HaChayim (Orach Chayim 426:61) and the Arukh HaShulchan (426:13), and this view is echoed by Rav Eliezer Melamed (Peninei Halakhah, Zemanim 1:18), who attributes the three-day requirement to Rav Saadia Gaon and Talmidei Rabbeinu Yona on the grounds that this is when the moon's light becomes usable.

Against this, Shulchan Arukh (Orach Chayim 426:1) rules that one may only sanctify the new moon at night when it is shining and its light can be benefited from, and the Beit Yosef, as recorded in Kaf HaChayim (426:61) and Ben Ish Hai (Halachot 2nd Year, Vayikra 23), cites Rabbi Yosef Gikatilla's kabbalistic position that one must wait a full seven days, corresponding to the sefirot from Keter through Tiferet.

Mishnah Berurah (426:20) records that most acharonim, including the Vilna Gaon, disagreed with the seven-day requirement and held that after three full days from the molad, when the moon's light is already usable, one should bless without delay rather than let the mitzvah spoil.

Later authorities sought to balance these views: Kitzur Shulchan Arukh Yalkut Yosef (Orach Chaim 426:26) rules that the practice is generally to wait seven full days from the molad, but permits blessing after three days in places where clouds are common and waiting the full week risks losing the berachah entirely for that month, citing the Talmud and the poskim for this leniency.

Kitzur Shulchan Arukh (97:10) similarly records both customs, stating that some wait only three days from the molad while others wait seven, with an adjustment when the third day falls on Motzaei Shabbat.

Noda BiYehudah (I, Orach Chaim 41:16) discusses timing considerations for Kiddush Levana in relation to cloud cover and the risk of losing the opportunity over several nights, weighing this against the priority of Krias Shema.

Until 7 days pass - And the majority of the acharonim disagreed regarding this, and according to them in any case after 3 days from evening to evening from the time of the molad [i.e. 72 hours], that we already benefit from its light, it's possible to bless regarding it, and one should not leave the mitzvah to sour [i.e. delay] - if so, if the 3rd day of the month is on a Sunday, it's correct to wait until the next motza'ei Shabbat. And according to that which was explained in saif 2 in the note, and many acharonim (of whom the Gra was one) were lenient regarding this, and thought that it's inappropriate to delay the mitzvah in any case, and for this reason the person who is accustomed to behave this way has on whom to rely. Many Rishonim maintain that the time for reciting Birkat Ha-levana begins on the first day the moon is visible, and that the earlier one recites the berakha the better (MT, Laws of Berakhot 10:17; Rosh; and others). Several poskim, however, posit that it is preferable to wait until the moon grows somewhat, when it is possible to benefit from its light. Some say that one should wait until three whole days pass, as that is when the moon’s light begins to be usable (R. Saadia Gaon, Talmidei Rabbeinu Yona), while others say that seven days must pass, because that is when one can begin to truly benefit from its light (Responsa Rema Mi-Fano §78). According to some of the greatest kabbalists – most notably, R. Yosef Gikatilla – one should wait seven days, for kabbalistic reasons. They explain that the renewal of the moon’s light alludes to man’s renewal, and whenever there is a new development there is concern that God’s attribute of justice might prosecute and hinder the new growth. Therefore, it is proper to wait seven days, like the seven days of creation, since by then the moon’s light will have stabilized and the attribute of justice can no longer prosecute against the new beginning. The Sephardic and Hasidic custom is to wait until the seventh of the month to recite the berakha (SA 426:4), while the Ashkenazic custom is to recite it after three days have passed (Baḥ, MB 426:20). In practice, though, it is customary to recite Birkat Ha-levana on Motza’ei Shabbat, so that the berakha can be recited joyously, while wearing nice clothing. Thus, practically speaking, Ashkenazim and Moroccan Jews recite Birkat Ha-levana on the Motza’ei Shabbat that follows three whole days after the molad, while Sephardim and Ḥasidim recite it on the first Motza’ei Shabbat after the seventh of the month.

Rav Yitzchak Yosef states that the usual practice is to wait seven complete days from the molad before reciting Kiddush Levana, though one need not be stringent about a few missing hours, and in persistently cloudy regions one may recite it after three days to avoid missing the blessing entirely.

אין מברכין על הלבנה עד שיעברו עליה ז' ימים שלמים מהמולד. וכן מנהגינו להקפיד בזה בדרך כלל. ומכל מקום אם חסרות כמה שעות במוצאי שבת להשלמת שבעה ימים שלמים מעת לעת, אין צריך להחמיר בזה, וכן ראוי להורות בפרט בימי החורף ובעונת הגשמים. ובמדינות שעננים מצויים שם ברוב ימי החדש, ויש חשש שאם ימתינו להשלמת שבעה ימים מהמולד יפסידו ברכת הלבנה מכל וכל, יש להורות להם שיברכו ברכת הלבנה מיד לאחר שלשה ימים, כדברי התלמוד והפוסקים.
