The Mishnah establishes the standing of the day: Mishnah Ta'anit 4:8 records Rabban Shimon ben Gamliel's declaration that there were no days as joyous for the Jewish people as the fifteenth of Av and Yom Kippur, on which the daughters of Jerusalem would go out in borrowed white garments — borrowing so as not to embarrass those who had none — and dance in the vineyards.

The Gemara in Bava Batra 121a takes the Mishnah's pairing of the two days as a question: the joy of Yom Kippur is self-evident, as it is the day of pardon and forgiveness and the day the second Tablets were given — but what is the reason for the fifteenth of Av? It then catalogs multiple answers, beginning with Rav Yehuda in the name of Shmuel that it was the day the tribes were permitted to intermarry with one another, derived from the word "זֶה הַדָּבָר" — that particular ruling applied only to that generation.

Ta'anit 31a preserves two additional reasons: it was the day the slain of Beitar were permitted to be buried — and in gratitude the brachah of "הַטּוֹב וְהַמֵּטִיב" was instituted at Yavneh — and also the day on which the cutting of wood for the altar-pyre ceased, since after the fifteenth of Av the sun's strength wanes and the wood would not dry sufficiently.

Jerusalem Talmud Ta'anit 4:7 preserves the words the daughters of Jerusalem would call out while dancing: "Young man, lift your eyes and see what you are choosing for yourself — do not fix your eye on beauty, fix your eyes on the family," linking the dancing to Shir HaShirim's verse about King Solomon and reading "the day of His heart's joy" as the building of the Temple.

Rashi on Ta'anit 31a adds a personal dimension: from the fifteenth of Av onward, as nights grow longer, one who adds nighttime hours to the study of Torah adds life upon his life.

And so it says, Daughters of Zion go out and see king Solomon, etc. The day of His enjoyment is the giving of the Torah; and the day of His heart’s joy is the building of His Temple which may be built soon in our days. HALAKHAH: One understands the Day of Atonement which is atonement for all of Israel. Why on the Fifteenth of Av? Rebbi Jacob bar Aḥa in the name of Rebbi Yasa: For this is the good time to cut wood, because any wood cut on this day does not develop worms; as we have stated there, “any wood containing a worm is disqualified from the altar.” Rav Ḥiyya bar Ashi in the name of Rav, because on it Hoshea ben Ela abolished the guards which Jeroboam ben Nabath posted on the roads. Cahana asked [Rav]. He did all this good deed and it is written about him, against him came Salmanessar the king of Assyria? He answered him, because he removed the collar from his neck and hung it on the community’s neck. He did not say, all the people should go on pilgrimage, but, any one who wants to go may go. Rebbi Samuel bar Rav Isaac, but some say in the name of Rebbi Samuel bar Naḥman: On it the tribes were permitted to intermarry. As it is written, family heritage should not be transferred from tribe to tribe; but the Children of Israel shall stick everyone to the family heritage of his forefathers, etc. And it is written, any daughter inheriting family heritage in the tribes of the Children of Israel, etc. How is it possible for a daughter to inherit from two tribes? Explain it if her father was from one tribe and her mother from another tribe. But the Rabbis say, on it the tribe of Benjamin was permitted to intermarry, as it is written, cursed be he who gives a wife to Benjamin. They read a verse and included him; they read a verse and excluded him. They read a verse and included him, Ephraim and Manasse shall be to me like Reuben and Simeon. They read a verse and excluded him, a people and community of peoples shall be from you and kings will come from your loins, and Benjamin was not yet born. Rebbi Abun said, digging stopped on it, as Rebbi Levi said, on every eve of the Ninth of Av, Moses had a declaration published in all the encampment and said, go out for digging, go out for digging. They went out, dug graves for themselves, and slept. In the morning they were getting up and found themselves missing 15’000 and detail. In the last year they did that, got up, and found themselves whole. They said, maybe we erred in the computation. The same on the Tenth, the Eleventh, the Twelfth, the Thirteenth, and the Fifteenth. בגמרא מס' חגיגה לא היו ימים טובים לישראל כט"ו באב וכיו"הכ שבהן היו בנות ישראל יוצאות וחולות בכרמים ומה היו אומרות בחור שא נא עיניך וראה מה אתה בורר לך וכו' כי חודש אב בצירופו היוצא מפסוק ה"סכת ו"שמע י"שראל ה"יום שם החצי האחרון משם הו"יה השולט בחצי ראשון של החודש הוא בחי' דין וביום חמשה עשר נמתק הדין ע"י הצירוף החצי שם י"ה והוא נוטריקון י'ום ה' כיפורים לרמז כי ט"ו באב וי"ה הם חד דרגא כי בהם עליי' לבינה וכמ"ש האר"י ז"ל הפי' בפע"ח על יוצאות וחולות בכרמים ע"ש והיו אומרות בחור שא נא עיניך פי' הקב"ה שהיום נראה עלינו ברחמיו שבחר בנו ובא ונתגל' עלינו בבחינת אלהי ישראל שלכן נקרא בחור כמ"ש בים נדמה להם כבחור עתה שא נא עיניך פי' הגיע העת שתשא ותנטל את אלו החדשים שהם נק' עיינין כי תמוז ואב הם בחי' עיינין דמטרוניתא כנודע ועיקר בקשתינו ותוחלתינו שיתקן העיינין ואז תהיה כלה שעיניה יפות אין כל גופה צריכה בדיקה וכמ"ש הפי' בכל לשון בקשת העיינין כמו והאר עינינו בתורתך שיאירו על ידי התורה וכן ועינינו תראינה מלכותך כי הקב"ה הוא מלך בעצם היה הוה ויהיה אפי' בחדשים הללו שהחריבו הבית כי הכל היה בכחו והכל ברצונו והיה צופה ומביט מראשית הבריאה על חורבן הבית וד' גליות וביאת המשיח וכמ"ש חז"ל בפסוק ורוח אלהים מרחפת וגו' ע"ש רק שבחדשי' האלו נסתמו בחי' עיינין למטה בלי ראות בגלוי מלכותו לכן אנו מבקשים ועינינו תראינה מלכותך כי כשיבנה בהמ"ק יהיו הצומות לששון ולשמחה וכן אנו מבקשים שא נא עיניך וראה מ"ה אתה בורר לך כי כל המבוקש מהחדשים האלו רק לברר הני"ק מתוך הפסולת ובירור הניצוצין הוא ע"י שם מ"ה כנודע וגם רומז כי מחמשה עשר באב עד ר"ה הם מ"ה יום ואז בר"ה יום מלכותו אשר נחדש המלוכה והי' למלך אמן והנה בחדשים אלו צריך כל אדם לשמור א"ע שלא יפול ממדרגתו כי הם ימים הנמוכים בשנה וכמ"ש כמה פעמים מזה והנה שמעתי מכבוד הגאון קדוש ה' החסיד מהו' ש"ש ז"ל אב"ד דק"ק נ"ש פי' ורמז הפסוק ברית כרתי לעיני מה אתבונן על בתולה כי מדרך העולם להתבונן ולשוב אל ה' בחודש אלול המוכן לתשובה אבל מי שמשכיל ועיניו פקוחות הוא עובד הש"י כל השנה ושומר א"ע אפי' בחודש תמוז ואב שלא ליפול ממדרגתו וכורת ברית עם ה' ואז ממילא אין לו להתבונן יותר בחודש אלול כי הוא מוכן ומזומן לעבודת ה' מקדם אפי' בחדשים הנמוכים וק"ו בחודש אלול שבו הקדושה ביתר שאת וזה רמז הכתוב ברית כרתי לעיני פי' שאני כורת ברית לעיני הם החדשים שנקראו עיינין כמ"ש לעיל לכן מה אתבונן על בתולה שהוא אלול במזל בתולה כי אני מוכן לעבודת ה' מלפנים: אמר ר"י אמר שמואל יום שהותרו השבטים לבא זב"ז רומז לנשמת ישראל שהם שבטים וענפים מהבורא ית"ש ורומז בזה כי עד הנה הן יומי תמוז ואב עלייהו כתיב ויהי כמשלש חדשים וגו' והענין כאשר אמרנו לך בחיבור הזה כמה פעמים באורך שאז הקליפה והסט"א מתגברו' בעולם ונשמות ישראל אסורות ומיוחדות כל חד באפי נפשה ואין להם פנאי להתוועד זה עם זה לבעבור שיש לכל א' מלחמה בפ"ע הוא מלחמת היצר וכח הס"א המתגברת על האדם בעולם בעבור שאלו הימים יוצאים ממתכונתם וגבולם שהם גדולים ביותר וכמו כן ימי טבת ושבט הם קצרים ביותר. אבל בט"ו באב אז תשש נח החמה והס"א. והבורא ית"ש שופע הארתו על ישראל ושקטה הארץ קצת ממלחמות היצר ואז הותרו שבטים הותר"ו לשון התרת קשר ור"ל שאז הותרו הנשמות ישראל להתוועד ולהתקשר לבא זה בזה והיינו שבו היו בנות ירושלים הם נשמות ישראל היראי' ושלמים יוצאות בכלי לבן רומז אף לאותן שאין יודעין שום ענין ומדה מעבודת הבורא ית"ש ומדותיו שזה רומז ללבן בלא גוון כלל.
