The foundational ruling for the Ashkenazic practice appears in the Rema (Shulchan Arukh, Orach Chayim 581:1), who states explicitly that when Rosh Hashanah falls on Monday or Tuesday, the Ashkenazic custom is to begin Selichos from the Sunday of the preceding week — ensuring a minimum of four days before Rosh Hashanah.

The Mishnah Berurah (581) explains the reasoning behind the four-day minimum: many have the custom to fast the ten days together with Yom Kippur, but four of those days (the two days of Rosh Hashanah, Shabbat Shuvah, and Erev Yom Kippur) cannot be fasting days, so those four days are compensated beforehand — and an additional reason given is that just as a korban requires four days of inspection before being offered, so too a person prepares himself for four days before Rosh Hashanah, when he is likened to one who offers himself.

The earlier background for the entire month-long Ashkenazic practice of shofar-blowing from Rosh Chodesh Elul onward is set out in the Tur (Orach Chayim 581), which cites the tradition that Moshe ascended Sinai on Rosh Chodesh Elul to receive the second tablets, and notes that some have the practice of reciting Selichos and supplications from Rosh Chodesh Elul onward as well.

Mateh Efrayim (581:10) addresses the broader spirit of the month of Elul as a time designated for repentance, urging a person to examine his deeds before meals and before sleep throughout this period.

Magen Avraham (565) addresses the question of when during the night Selichos may be recited, ruling that no Selichos or the Thirteen Attributes may be said before midnight under any circumstances, except on Yom Kippur itself.
