The foundational rule, as stated by the Mishnah Berurah (551:6), is that a shirt (כתונת) may be changed even during the week of Tisha B'Av — and even on Shabbat Chazon — because one wears it only on account of perspiration (מפני הזיעה), and for the same reason socks may also be changed.

The Arukh HaShulchan (Orach Chaim 551:10) likewise records the Rema's ruling that only the shirt is permitted to be changed on Shabbat Chazon, and he cites the Magen Avraham's explanation that a shirt is distinct from other garments precisely because it is worn on account of perspiration — and the Arukh HaShulchan adds pointedly that one who is strict about this is simply mistaken.

This leniency is framed against the broad prohibition: the Shulchan Arukh (Orach Chayim 551:3) and the Tur (Orach Chayim 551) both rule that during the week of Tisha B'Av it is forbidden to wear laundered garments at all, and the Kitzur Shulchan Arukh (122:2) extends this prohibition across the entire nine days — making the shirt's exemption as a beged zeiah the operative dispensation that allows changing it even within that framework.

When the month of Av enters, we reduce our joy. It is customary not to say the berachah, Shehecheyanu during these days. Therefore, you should not buy or put on a new garment, since that would make it necessary for you to say the berachah, Shehecheyanu. But at the occasion of a Pidyon haben, (redemption of the firstborn), Shehecheyanu must be said, so as not to postpone the fulfillment of the mitzvah. Concerning a new fruit, we are lenient and say Shehecheyanu on Shabbos or even on a weekday, if this fruit will not be available after Tishah beAv. Teachers should not strike students, and parents should not strike their children during these days. You should not wash any laundry during the nine days; not even a shirt or a garment that you will not wear until after the fast day. It is forbidden even to have it washed by a non-Jewish washerwoman. A Jewish woman is permitted to wash the clothes of a non-Jew; nevertheless, during the week in which Tishah beAv occurs, she should be diligent [not to do this work]. During these nine days, it is also forbidden to put on laundered clothing, or to spread linen, even if they were washed before. However in honor of Shabbos, you may put on clean linen garments (undershirts and socks) and spread a fresh tablecloth on the table, and change washcloths and towels, just as you do on other Shabbosos. But it is forbidden to spread clean sheets. A woman who is required to put on clean white undergarments when she begins to count the seven clean days, is permitted to wash her undergarments, and to put them on. Also diapers, which are dirtied constantly, may be washed.

The week that Tisha B'av falls in, it is forbidden to get a haircut or launder even if he does not want to wear now rather to place until after Tisha B'av or even if he only has one garment, it is forbidden. Additionally, there are that explain geyhutz as water and ash or carbonate or soap whereas laundering is just water. And today we do not launder in water alone and we find that laundering today is geyhutz and forbidden legally even linen garments to wear there is. Rema: We are accustomed to be strict in all of this from the beginning of Rosh Chodesh until after the fast unless for the need of a mitzvah like a women to wear white, it is allowed to launder and wear whites and fold underneath her (Rokeach and Or Zarua). But Tisha B'av itself, she should not wear whites rather wear a garment that is checked and nice [Haagos Shaarei Dora]. Similarly for the honor of Shabbos we wear linen clothes and fold whites (i.e. like tablecloths) like other Shabboses. It is forbidden to give garments to a Gentile launderer to launder from Rosh Chodesh and on, but before Rosh Chodesh it is allowed to give even though they will wash after Rosh Chodesh (Tosafos Chapter 4 of Taanis and the Maharil) New garments whether white or dyed whether wool or linen, it is forbidden to wear on this week.
