The Arukh HaShulchan (Orach Chayim 53:21) reasons that in the modern era, where the cantor's role is primarily musical and liturgical rather than the sole vehicle for fulfilling congregants' prayer obligation, the minority cannot block the majority's choice — and where the majority of the community wishes to engage a particular cantor, the minority is obligated to bear the communal burden along with them.

MISHNA: This mishna and the next one deal with the communal prayer leader. (If one says: “May the good bless You,” this is a path of heresy.) One who is passing before the ark, as prayer leader, and erred, another should immediately pass in his place, and at that moment, this replacement should not refuse in the interest of courtesy. The Amida prayer was interrupted and he should replace him as quickly as possible. From where does the replacement commence? From the beginning of the blessing in which the former had erred. GEMARA: The mishna teaches that one who replaces a communal prayer leader who erred in the middle of the Amida prayer should not refuse when approached. The Gemara cites the general halakha with regard to proper conduct when one is approached to serve as prayer leader. The Sages taught in a baraita: One who is approached to pass before the ark to serve as prayer leader, for the sake of propriety should refuse, to avoid creating the impression that he is too eager. And if he does not refuse, but jumps at the opportunity, he is like cooked food without salt, which is to say that he acts in bad taste. However, if he refuses too much this is similarly inappropriate, as he is like cooked food that was ruined by too much salt. So how should he act? The appropriate conduct when approached to serve as communal prayer leader is as follows: When approached the first time, one should refuse; the second time, one should vacillate like a wick that has just begun to catch a flame but is not yet burning; and the third time, he should stretch his legs and descend before the ark.

The Sages taught in a baraita: They stood for prayer, and even if there is a man there who is elderly and a scholar, they appoint to descend before the ark as prayer leader only a person who is accustomed to lead in prayer. Who is considered an accustomed prayer leader in this sense? Rabbi Yehuda says: One who has financially dependent children but he does not have the means to support them, and he has no choice but to toil in the field, and whose house is empty, and who will therefore pray for rain with great devotion. Rabbi Yehuda continues with his depiction of the worthy prayer leader. And his youth was becoming, and he is humble and accepted by the people, as he is likable. And furthermore, he must be familiar with songs and his voice pleasant, and he is expert in reading the Torah, the Prophets, and the Writings, and he knows how to study midrash, halakha, and aggada. And finally, he must be expert in all of the blessings. Clearly, it is hard to find someone with all these qualities. And the Gemara relates that when this worthy person was described, those Sages present turned their eyes toward Rav Yitzḥak bar Ami, who possessed all of these virtues.

Apropos the previous discussion, Rav Asi said: A priest from Haifa or Beit She’an may not lift his hands to recite the Priestly Benediction, as he does not know how to properly pronounce the guttural letters. This is also taught in a baraita: One may not allow the people of Beit She’an, nor the people of Beit Haifa, nor the people of Tivonin to pass before the ark in order to lead the service because they pronounce alef as ayin and ayin as alef, and they thereby distort the meaning of the prayers.

The leader must be one who is fit. Who is "fit"? One who is free of sin; who has never had a poor reputation, even in his youth; who is humble; who is acceptable to the nation; who is skilled at [liturgical] chanting; whose voice is pleasant; who is accustomed to reading Torah, Prophets, and Writings (i.e. biblical text). If there is no person that fits these qualifications, we should pick the one that has the most knowledge and good deeds in the community. Gloss: And if there was here an ignoramus who is an elder and his voice is pleasant and the people want him and [also] a 13 year old who knows what he is saying and his voice is not pleasant, the younger one takes precedent (Mordekhai, Chapter 1 of Chullin). One who has committed a sin unintentionally, for example, who killed a person accidentally and returned in repentance is permitted to be leader, but if he did it intentionally [he may] not, in that in any case a bad name has gone out regarding him prior to the repentance. When the majority of the congregation does not consent to someone serving as their rabbi or holding similar authority, he cannot govern them by virtue of inherited right; even if he is greatly learned, if the congregation has agreed upon another leader—whether for reasons of honoring a deceased rabbi or because of ancestral merit—those who oppose this appointment act unlawfully and cause suffering to the community and will answer for it in judgment, just as R. Akiva and R. Yehoshua, though greater than R. Eliezer b. Azariah in Torah, were nonetheless appointed him as nasi because he lacked ancestral privilege, and similarly in every city, the communal administrator need not be the greatest scholar in that place if he is acceptable to the congregation, since it is fitting for the entire public that he serve as leader and a few dissenting scholars should not cause the community loss.

What a person needs to understand is that one should not judge the matters of Chasidut according to their superficial appearance. Rather, one must examine and contemplate the full extent of where the future consequences of the deed leads. For sometimes, the deed itself may appear to be good but since the consequences are evil one must abstain from it. For doing it would not have made him a Chasid but rather a sinner. We thus see that, one must not judge the piety of an act by itself alone. Rather, one must view it from all angles that human intellect can foresee before he can truthfully judge whether it is better to do it or to abstain from it. Thus we learn, that one who aspires to true Piety must weigh all of his deeds according to their consequences and circumstances, namely, their times, company, subject, and place. If abstaining leads to more sanctification of the Name of Heaven and gratification to G-d than doing it, he should abstain and not do it.
