A — Kli Yakar links the answers through Tosefta Sotah 10:9: of the seven years of famine, only two passed before Yaakov arrived in Mitzrayim; the famine then stopped in his merit and resumed at his death, completing the missing five years. Kli Yakar shows the hint was already in Yosef's reading of Pharaoh's dream — the bad cows aren't called 'seven' at the moment of eating, and the bad ears don't rise 'in one stem' (unlike the good ones), because their years would not be continuous. When Yaakov died and the famine returned, *that* is what the brothers 'saw' — and that is precisely why Yosef's reassurance is about food: he answers their real fear, that the resumed famine is a sign of returning judgment.
