Why Jerusalem Remains Unnamed in Deuteronomy

Sources explore the biblical practice of referring to the Temple's location as 'the place that the Lord will choose' rather than naming Jerusalem explicitly in Deuteronomy. Commentaries examine whether this omission reflects divine restraint, future revelation, or theological emphasis on election over geography.

What the sources say

The Torah itself never names Yerushalayim as the chosen place, referring instead only to "the site that the ETERNAL your God will choose" — as Devarim 12:5–11 and Devarim 16:5–16 both phrase it — leaving the identity of that place deliberately open-ended and future-oriented.

Rashi (Devarim 12:5) reads the first such reference as pointing to the Tabernacle at Shiloh, while the Sforno (Devarim 12:5) understands the phrase as encompassing both Shiloh in the early period and the permanent Temple in Yerushalayim — and the Sifrei (Devarim 68) sharpens this by ruling that the first enumeration of offerings in the parshah applies to Shiloh and the second to Yerushalayim, indicating that the very repetition in the text encodes the historical progression from one site to the other.

The Gemara and Rishonim establish that only once the Temple was built in Yerushalayim did all other locations become permanently forbidden: Mishneh Torah, The Chosen Temple 1:1–3 derives from the verse "for at present you have not come unto the resting place" that the Mishkan was only temporary, and that thereafter there is no Sanctuary for all generations except in Yerushalayim on Har HaMoriah — a permanence confirmed by Mishneh Torah, The Chosen Temple 6:14–16, which holds that the original sanctity of the Temple and Yerushalayim endures even in destruction because the Shekhinah never lapses.

The Sifrei, cited and developed by the later Hasidic masters, explains that the name was withheld precisely because the place was meant to be actively sought out: the Sefat Emet (Re'eh 16) teaches that Hashem did not immediately reveal the location but required Bnei Yisrael to seek it — just as Avraham was told "to the land that I will show you" without the destination named at once — because Eretz Yisrael and the Beit HaMikdash depend on Israel's own spiritual labor, and the Shem MiShmuel (Re'eh 5:19) adds, drawing on the Sifrei and the Ramban, that the finding of the place corresponds to the seeking, so that without Israel's arousal the site could not have been found even in the days of the Shoftim.

The Kuzari (5:27) further connects this theme to the future, teaching that Yerushalayim will be rebuilt when Bnei Yisrael yearn for it with total longing — to the point of cherishing its very stones and dust — so that the deliberate withholding of the name in the Torah is not mere historical contingency but an enduring call to desire and seek the place, a call echoed in Tehillim 132:13–14, where God declares of Zion: "This is My resting-place for all time; here I will dwell, for I desire it."

Deuteronomy 12:5-11

Deuteronomy 12:5-11

Moshe repeatedly describes the future sanctuary only as “the place that the Lord your God will choose,” emphasizing divine choice without naming the site. The passage contrasts this chosen place with local altars and establishes it as the locus of centralized worship.

There you are to go, because you have not yet come to the allotted haven that the ETERNAL your God is giving you. When you cross the Jordan and settle in the land that the ETERNAL your God is allotting to you, and you are granted safety from all your enemies around you and you live in security,

Deuteronomy 16:5-16

Deuteronomy 16:5-16

The pilgrimage festivals are to be observed at “the place that the Lord will choose,” but the geographical name is withheld. This formulation links the sanctuary’s identity to revelation and election rather than to a pre-announced human designation.

but at the place where the ETERNAL your God will choose to establish the divine name, there alone shall you slaughter the passover sacrifice, in the evening, at sundown, the time of day when you departed from Egypt. You shall rejoice before the ETERNAL your God with your son and daughter, your male and female slave, the Levite in your communities, and the stranger, the fatherless, and the widow in your midst, at the place where the ETERNAL your God will choose to establish the divine name.

II Chronicles 3:1

II Chronicles 3:1

The Chronicler explicitly identifies Mount Moriah, where Solomon builds the Temple, with Jerusalem. This later identification supplies the canonical connection between the unnamed “place” in Deuteronomy and Jerusalem.

Sifrei Devarim 68:6

On the festival passages in Deuteronomy, the Sifrei expounds the recurring phrase “the place that the Lord will choose,” connecting pilgrimage obligations to the divinely designated sanctuary. The wording remains a title or description rather than a geographic name.

Sifrei Devarim 62

Sifrei Devarim 62:3

On Deuteronomy 12, the Sifrei interprets “the place that the Lord will choose” as a reference to the Temple site and discusses the stages by which Israel would come to that chosen place. It preserves the rabbinic reading that the Torah intentionally uses a descriptive phrase.

Another word: One verse states: “From one of your tribes” (Dt.12:14), while another verse states: “From all your tribes” (Dt.12:5)— the funding must come from all your tribes, but the land for the Chosen Abode will come from one tribe. Another word: “From one of your tribes” (Dt.12:14)— this refers to the Dwelling at Shiloh (e.g., 1Sam3:19-4:1); “From all your tribes” (Dt.12:5)— this refers to the Chosen Abode in Jerusalem.3. Indeed, He says: “And David acquired the threshing floor and the cattle For fifty silver sheqels” (2Sam.24:24). Yet another verse states: “And, for the place, David gave to Arnon a six-hundred weight of gold sheqels” (1Chron.21:25)— how can the two usages be reconciled? They were twelve tribes— so David took fifty sheqels from each and every tribe. This yields a total of six hundred sheqels from all the tribes!

Rambam outlines the command to build a Temple and the historical sequence of sanctified locations, culminating in Jerusalem. He explains that the Temple site is associated with the place of the Binding of Isaac and David’s altar, while the Torah’s formulation itself remains “the place that God will choose.”

It is a positive commandment to construct a House for God, prepared for sacrifices to be offered within. We [must] celebrate there three times a year, as [Exodus 25:8] states: "And you shall make Me a sanctuary." The sanctuary constructed by Moses is already described in the Torah. It was only temporary, as [Deuteronomy 12:9] states: "For at present, you have not come unto [the resting place and the inheritance]." Once the Temple was built in Jerusalem, it became forbidden to build a sanctuary for God or to offer sacrifices in any other place. There is no Sanctuary for all generations except in Jerusalem and [specifically,] on Mt. Moriah, as [I Chronicles 22:1] states: "And David declared: 'This is the House of the Lord, God, and this is the altar for the burnt offerings of Israel.' and [Psalms 132:14] states: "This is My resting place forever."

Shem MiShmuel, Re'eh 5

Shem MiShmuel, Re'eh 5:19

The passage discusses why the specific location for the Mikdash was not revealed to Israel until they sought it through prophecy: although the place of the Akedah and the future location were alluded to in Torah (as indicated by "Hashem will see" at Mount Moriah), the revelation of the exact site was conditioned upon Israel's active seeking, and just as the timing of the redemption is written but concealed until its proper time, so too Yerushalayim remained hidden until the requisite investigation and prophetic guidance occurred.

Kedushat Levi, Deuteronomy, Re'eh:7

Kedushat Levi interprets the repeated phrase “the place that God will choose” as expressing the spiritual revelation that makes a place holy. The emphasis is on divine manifestation and Israel’s readiness to receive it, rather than on Jerusalem as a bare geographic label.

Let us now proceed to interpret the line: ‎ראה אנכי נותן לפניכם ‏היום ברכה וקללה‎, “see! I have placed before you this day blessing ‎and curse.” The word ‎ראה‎ in this context is not a directive to be ‎alert to what follows, rather it refers to the literal meaning of the ‎root ‎ראה‎, “to see” with one’s eyes, to take advantage of bright ‎light in order to distinguish between different phenomena. (Both ‎abstract ones or physical ones) The Israelite is invited or ‎commanded by Moses to distinguish between phenomena that ‎appear side by side, in order to recognize which of them are ‎beneficial for him and which represent a potential curse for him. ‎Moses implies that the Israelite has the option to accept the ‎‎“yoke of heaven,” i.e. the commandments of the Torah, ‎something that will prove to be extremely beneficial for him, or ‎to reject that yoke in favour of all kinds of indulgences in our ‎material world, something that in the end will have proven to be ‎a curse for him.‎ The reason that our sages portray accepting the ‎commandments of the Torah as a “yoke” of heaven, is that the ‎yoke is the instrument by means of which an ox is made to pull ‎the plough, the tool that eventually provides man with his ‎wherewithal, i.e. bread.‎ ‎[The term “yoke of the heavenly kingdom” for the ‎commandments of the Torah, is post-Biblical, and does not ‎appear until Talmudic times. The simile of a Jew who keeps ‎the commandments as having accepted the “yoke” of heaven, ‎portrays such a Jew as pulling a ploughshare, the reward for ‎doing so is a long way off, until the harvest has been brought in ‎and can be consumed. When we reflect upon this we will find that ‎our sages were very astute in coining this phrase. Ed.]‎ At this juncture our author draws comparisons between the ‎meaning of the word ‎ברכה‎ “blessing,” and ‎בריכה‎, “cistern,” from ‎which water is drawn by the bucket. He also compares the word ‎ברכה‎ to ‎המשכה‎, “continuity,” by means of pulling something. This ‎would be another way of explaining the simile ‎עול מלכות שמים‎. ‎The proximity of the word ‎וקללה‎, “or a curse,” is perceived by our ‎author as a warning not to allow the fact that we have accepted ‎the yoke of heaven to go to our heads and give us notions of ‎superiority, seeing that if we were to do this, what was meant to ‎be a blessing could, G’d forbid, turn into a curse due to our ‎arrogance.‎ Deuteronomy 12,5. “you are to seek out His residence ‎and go there;” the letters in the word ‎שמה‎ are the same as ‎in the name of ‎משה‎, something that has been explained in the ‎‎Tikkuney Hazohar as well as in Zohar III 273, in ‎connection with psalms 33,14, ‎ממכון שבתו השגיח‎, “from His ‎dwelling place He supervises, etc.” There too, the first letter of ‎each of these three words spells the name ‎משה‎. It is pointed out ‎there that already in Genesis 6,3 the word ‎בשגם‎ alludes to Moses, ‎seeing that the letters‏ ‏‎ ‎ש‎ and ‎מ‎ are directly part of his name, ‎whereas the combined numerical value of the letters ‎ב‎ and ‎ג‎ add ‎up to 5=‎ה‎. According to the Midrash Shir Hashirim rabbah, ‎‎1,64 Moses was equivalent to the entire Jewish people on the one ‎hand, whereas every individual Israelite had to strive to become ‎Moses’ equal. In other words, the word ‎שקול‎ “of equal weight,” is ‎to be understood as “in both directions.” When applied to the ‎verse in psalms 33,14 “G’d supervises the whole earth,” refers to ‎the Israelites, and the words ‎ובאת שמה‎, in our verse above assure ‎Moses that he is the vehicle that enables the individual Israelite to ‎be welcome in G’d’s residence, the Temple or Tabernacle. It was ‎Moses who enabled the Israelites to attain that level of holiness.‎

Sefat Emet, Deuteronomy, Sukkot 27

Sefat Emet, Deuteronomy, Sukkot 27

The passage explains that when the Jewish people were in the Temple, the Divine Presence rested there, as evidenced by the Temple's destruction upon exile; at the celebration of the Temple, the Jewish people recognized themselves as the special vessels for housing the Divine Presence there, which was the essence of their joy, since God's kingship is eternally unique to them but ordinarily hidden—during the Temple period it was revealed.

Ein Aya, Berakhot 9:330

The passage explains that Tzion and Yerushalayim are intentional names: Tzion ascends to divine height and glory, while Yerushalayim as the holy city draws many nations and channels God's spirit upon Israel into the inner world of distant lands, in contrast to the inner quality that marks Israel as a people alone in its distinctiveness.

Why the Torah Conceals the Temple's Location

Jewish sources explore the theological and practical reasons the Torah does not explicitly name the Beis HaMikdash's location but instead refers to it as 'the place which the Lord will choose.' Explanations range from preventing foreign nations from seizing the site and avoiding tribal disputes over its placement, to emphasizing divine choice and human seeking as essential to discovering the sacred place.
