Q — 'והעברת שופר תרועה' is awkward. If 'שופר' means the instrument, the natural construction would be 'והעברת תרועת שופר' (the sound *of* a shofar) — like 'הללוהו בתקע שופר.' To save the standard reading, commentators have to repoint and re-vocalize ('בַשופָר תרועה'). HaKtav offers a cleaner solution.
A — HaKtav VeHaKabbalah resolves it via a polysemy rule: many nouns in Tanakh refer to *both* the instrument and the sound it produces ('נר' = both the lamp and the flame in it). 'שופר' likewise refers to both the ram's horn and the clear, ringing sound it emits. The verse therefore means: 'and you shall pass through a *shofar-sound* of teruah' — a clear ringing sound, specifically the teruah kind (not tekiah or shevarim). Targum Yonatan's translation 'קל שופר' isn't an addition to the text but a faithful rendering of one of the word's senses. No emendation required.
אין יונתן בן עוזיאל מוסיף מלת קול על לשון המקרא, כי כן הוא המובן במקרא עצמו, כי מלת שופר ישמש על הכלי ועל הקול הנשמע ממנו... והרבה שמות ישמשו על הפועל ועל הפעולה... ובזה יתיישב היטב לשון המקרא 'והעברת שופר תרועה', שאם נפרש שֵם שופר על הכלי היה מן הראוי לומר 'תרועת שופר'... ולזה נדחקו המפרשים שם לשנות פת"ח הפ"א לקמ"ץ ולהוסיף אות ב', כאילו כתיב 'והעברת בַשופָר תרועה'. אמנם אם שופר הונח גם על הקול בעצמו שפיר נסמך שופר אל תרועה, וטעם 'והעברת שופר תרועה' תשמיע קול צלול וברור.
