A — For Sforno, the accounting is itself the chiddush. The totals were strikingly modest — "דבר מועט מאד בערך אל העושר שהיה בבית ראשון," and far less than Bayit Sheni's wealth or Herod's expansion. Yet hashra'at ha-Shechinah at the mishkan was *more constant* than at Bayit Rishon, and entirely absent from Bayit Sheni. The inverse correlation between material extravagance and divine presence is the lesson the Torah is setting up: "ובזה הורה שלא קצבת העושר וגודל הבנין יהיו סבה להשרות השכינה בישראל, אבל רוצה ה' את יריאיו ומעשיהם לשכנו בתוכם." Yir'at Hashem and ma'asim, not budget, draw the Shechinah down. Sforno closes Sefer Shemot with the geulah promise from Zechariah 2:9 — בבית שלישי this inverse correlation will be exceeded: "ואני אהיה לה נאם ה' חומת אש סביב ולכבוד אהיה בתוכה" — wall of fire without, kavod within.
