A — Rabbeinu Bachya formulates a major axiom: "הנס אינו חל אלא בחסרון הטבע" — a miracle attaches only where nature has been exhausted. Therefore even a people whose victories run on zechus rather than on tactics must first do the natural work — send the spies, identify the access routes, choose the city of first engagement — and only at the point where teva runs out does nes step in. The pasuk shlach lecha is therefore not a concession to fear and not a mistake; it is the operationalization of a halachic-cosmological rule. "התורה לא תסמוך על הנס לעולם" — the Torah never bets on the miracle. Noach must build a teivah even though Hashem could carry him over the flood; Yehoshua sets ambushes at Ai. The meraglim were the obligatory hishtadlus phase; the failure was not in sending them but in the spies' twisting the natural-information stage into the verdict itself.
