A — Kli Yakar reads it as Bilam intensifying — not softening — Balak's slander. Past tense 'יצא' would simply note that they came out of Egypt. But Bilam shifts to participial 'היצא' — 'the people *that keep coming out* of Egypt' — to suggest that they have never truly left: 'כי תמיד ברע הם ואומרים נתנה ראש ונשובה מצרימה, ובכל תלונה הם מזכירים את מצרים.' Bilam tries to convince Hashem that Yisrael is spiritually still in Mitzrayim — making them ripe for קללה. The single letter ה- is Bilam's attempt to weaponize the wilderness complaints.
