What the sources say

The pasuk אֲדֹנָי שְׂפָתַי תִּפְתָּח is not an interruption between geulah and tefillah because, as the Shulchan Arukh HaRav (Orach Chayim 111:1-2) rules, the Sages established it as obligatory before the Amidah and it therefore becomes part of the tefillah itself — like an extended tefillah.

The Beit Yosef (Orach Chayim 111:5) explains, citing Rabbeinu Yonah, that this pasuk is intrinsically connected to the theme of prayer replacing sacrifice, which is why the Gemara treats it as part of the tefillah rather than a separate utterance.

The pasuk יִהְיוּ לְרָצוֹן אִמְרֵי פִי, by contrast, is cited by the Tur (Orach Chayim 111) as the Yerushalmi's proof-text that geulah must be joined to tefillah — it is the concluding verse of the geulah unit, not an addition before the Amidah — and the Shem MiShmuel (Chayei Sara 3:8) notes that the Amidah itself must be recited in a whisper because it ascends to a realm above speech, whereas other prayers may be said aloud.

Presents the laws of “Hashem Sefatai Tiftach” and “Yihyu Leratzon” as verses surrounding the Amidah. It is an important precursor to the Shulchan Arukh for determining their formal status and placement.

Shulchan Arukh HaRav, Orach Chayim 111:1-2

Although keriat Shema and its blessings are a separate mitzvah from the Amidah, one must join the blessing of redemption directly to the Amidah without interruption—not even by saying Amen after "Gaal Yisrael," nor by any verse customarily recited before the eighteen blessings (such as "Ki shem Hashem ekra"), except for the pasuk "Adonai sfatai tiftach," which is an obligation from the ordinance of the Sages and is not considered an interruption because the Sages fixed it as part of the prayer itself, making it integral to and like an extended prayer.

Beit Yosef, Orach Chayim 111

Beit Yosef, Orach Chayim 111:5

Comments on the Tur’s treatment of the opening and closing verses of the Amidah and their textual and halakhic placement. It helps clarify that these verses frame the prayer rather than constitute one of its blessings.

But "Hashem, open my lips" is not considered an interruption, for Rabbi Yochanan said: "In the beginning one says 'Hashem, open my lips,' etc." in the first chapter of Berakhot (9b). And Rabbeinu Yonah wrote an explanation: this verse is connected to the verse that follows it, which says "For You do not desire sacrifice, else I would give it, etc." David said this when he was praying about the sin with Bathsheba, which he committed intentionally, and for an intentional sin one does not bring a sacrifice. Therefore he prayed to the Creator: "Help me to concentrate in my prayer and to declare Your praise, so that my prayer will be accepted, for since You do not desire sacrifice for an intentional sin, may my prayer be atonement in place of a sacrifice." And now also, since we have no Temple and we do not offer sacrifices, we say it for the same purpose—that our prayer be accepted and desired in place of sacrifice and offering. And because it was established concerning the matter of prayer, they said it is like a long prayer. These are his words. And it appears from his words that the text should read "like a long prayer" (ketfilah arichta), and that is the version in our books. And our teacher who wrote "like a long redemption" (kegulah arichta) was not precise. It is written in the writings of Maharam Israel, Section 110: When the cantor begins the Eighteen [Benedictions] aloud, it seems he should repeat "Hashem, open my lips." But [regarding] "Shomea Tefillah" (Hear our prayer), since he already said it before his own prayer, he need not repeat it even at Minchah and Musaf. And presumably the same applies to Shacharit and Maariv, for they did not distinguish regarding the beginning before one's own prayer. The Rashba wrote in a responsum: To pray the Shacharit prayer before Shema if one finds a congregation praying, in order to pray with the congregation—as Rabbeinu Hai said regarding the evening prayer—I say that the Gaon only said this regarding the evening prayer, since it is optional. But at Shacharit, juxtaposing redemption to prayer is more important. And such has been the practice of all Israel.

Shem MiShmuel, Chayei Sara 3:8

Shem MiShmuel, Chayei Sara 3:8

The passage states that one begins prayer with "Hashem Sefasai tiftach" because this prayer ascends so high that it must be recited in whisper to avoid heavenly accusations of unworthiness, but when praying in a congregation the concern is removed since God does not reject the prayer of the community; however, other prayers that do not have the greatness of the Amidah may be recited aloud, and there is even a mitzvah to raise one's voice to arouse intention.

Revavos Ephraim 5:49

When the cantor repeats Shemoneh Esrei, he should recite the opening verse "Adonai Sefatai" aloud, which is the practice among Sephardim, particularly in Jerusalem, though some Ashkenazim have the custom that the cantor recites this verse quietly.

On this pageThe passage discusses whether the cantor (shliach tzibbur), when repeating the Shemoneh Esrei, should recite the opening verse 'Adonai Sefatai Tiftach' quietly or aloud. It notes that while Sephardic practice (citing Yalkut Yosef) is to say it aloud, the Ashkenazic custom is to say it quietly before beginning the main blessing aloud.
