What the sources say

The core scope of bishul akum is set out in Shulchan Arukh, Yoreh De'ah 113:1 and Mishneh Torah, Forbidden Foods 17:9-17, both of which restrict the prohibition to a food that is not eaten raw and that would be served at a king's table, while permitting anything a Jew participates in cooking even minimally.

Tur, Yoreh De'ah 113 and Beit Yosef, Yoreh De'ah 113:4 trace this two-part standard—not eaten raw and fit for a king's table—to the Gemara's competing formulations, noting that the halacha follows the lenient combination of both conditions, and Avodah Zarah 35b:9 supplies the Mishnaic list of gentile foods forbidden on this basis, such as boiled and pickled vegetables.

Arukh HaShulchan, Yoreh De'ah 113:1-44 adds that this decree is ancient and was never relaxed the way the decree on gentile bread was, underscoring that bishul akum applies broadly across Israel.

Shulchan Arukh, Yoreh De'ah 113:2 and Peninei Halakhah, Kashrut 28:6 apply the raw/cooked criterion practically, permitting roasted legumes and fruit-based preparations that remain edible raw or are not table fare, while Ben Ish Hai, Halachot 2nd Year, Chukat 17-18 extends this reasoning to specific foods like par-boiled and dried wheat.

The mechanism of Jewish participation that removes the prohibition is elaborated by Rashba on Avodah Zarah 38a:4 and Tosafot on Avodah Zarah 38a:1, who discuss how a Jew's placing or stirring of food, even briefly, validates the cooking, and Rosh on Avodah Zarah 2:35 addresses the related concern of gentile vessels not being presumed used within the day.

Mishneh Halachos 12:16 distinguishes several practical cases under bishul akum, holding that legume bread is not subject to the prohibition of pat akum, that smoking is not considered cooking, that an apostate's cooking is treated stringently though disputed, and that a gentile who kindles a fire by blowing is deemed to have cooked with Jewish assistance except when the food was already sufficiently heated.

Daat Kohen 62 considers whether a gentile's intention to cook matters for bishul akum, concluding that even cooking an inedible object would constitute bishul akum if the gentile intended to cook it.

Revavos Ephraim 5:600 holds that food prepared primarily for medicinal purposes is not subject to bishul akum because it is not treated as an ordinary food, a position also stated regarding Revavos Ephraim 5:597.

Heichal Yitzchak OC 29 challenges the notion that a gentile may cook for a healthy person on Shabbat under the rubric of oneg Shabbat, noting that no authority appears to have permitted this even where cooking was forgotten before Shabbat.

Avodah Zarah 35b-38b

Avodah Zarah 35b:9

The Talmud develops the prohibition of food cooked by non-Jews, including its rabbinic rationale, the categories of foods subject to the prohibition, and the central distinctions governing bishul akum.

MISHNA: This mishna lists items belonging to gentiles which it is prohibited to consume, but from which it is permitted to derive benefit. And these are items that belong to gentiles and are prohibited, but their prohibition is not that of an item from which deriving benefit is prohibited: Milk that was milked by a gentile and a Jew did not see him performing this action, and their bread and oil. The mishna notes that Rabbi Yehuda HaNasi and his court permitted the oil of gentiles entirely. The mishna resumes its list: And boiled and pickled vegetables, whose usual manner of preparation involves adding wine and vinegar to them, and minced tarit fish, and brine that does not have a kilbit fish floating in it, and ḥilak, and a sliver of ḥiltit, and salkondit salt (see 39b); all these are prohibited, but their prohibition is not that of an item from which deriving benefit is prohibited.

Pesachim 33

Pesachim 33:2

Chachmei Bavel discuss whether a rabbinic decree is needed to prevent someone from accidentally eating ritually impure teruma kept for pressing, and distinguish permitted use of impure teruma bread or oil as fuel from the dispute over using wheat, which may remain edible.

Rava said: It is possible to reject this proof, as even if this action is permitted in principle, there is a rabbinic decree prohibiting it lest he encounter a stumbling block. If one keeps ritually impure fruit of teruma in order to press it for its juice, it is possible that he will forget its status and accidentally eat it. Abaye said to him: Are we concerned about this type of stumbling block? Wasn’t it taught in a baraita: One may light a fire with bread and oil of teruma that became ritually impure? It can be deduced from this baraita that there is no concern that a person will forget and eat these foods. Rava said to him: Bread is only permitted when one throws it among the wood used for fuel so that it is ruined and no longer considered edible. Teruma oil is permitted only when one puts it into a repulsive vessel so that no one will drink it. With regard to the matter itself, it was taught: One may light with bread and oil of teruma that became ritually impure. The Sages limited the application of this halakha, as Abaye said in the name of Ḥizkiya and Rava said in the name of the Sages from the school of Rabbi Yitzḥak bar Marta that Rav Huna said: They taught that one may use impure teruma as firewood only with regard to bread; however, with regard to wheat, no, one may not light a fire with it, lest one encounter a stumbling block and eat it, because wheat will not become inedible by being placed among the firewood. And Rabbi Yoḥanan said: Even wheat may be used as fuel. The Gemara asks: And why does he permit this? Let us be concerned lest he encounter a stumbling block. The Gemara answers based on what Rav Ashi said with regard to a different issue:

Mishneh Torah, Foreign Worship and Customs of the Nations 17:9-17

Mishneh Torah, Forbidden Foods 17:9-17

Maimonides codifies the prohibition of food cooked by non-Jews, its scope, the exclusions for foods not fit for a royal table or not served with bread, and the role of Jewish participation in cooking.

When a gentile cooks wine, milk, honey, quince, or the like, i.e., any entity that is usually eaten raw, it is permitted. [Our Sages] issued their decree only with regard to entities that are not eaten at all raw, e.g., meat, unsalted fish, an egg, and vegetables. If a gentile were to cook them from the beginning to the end without the Jew participating in the cooking at all, they are forbidden because they were cooked by gentiles. When does the above apply? To [food] that would be served on the table of kings to be eaten together with bread, e.g., meat, eggs, fish, and the like. When, by contrast, [food] would not be served on the table of kings to be eaten together with bread, e.g., vetch cooked by gentiles, it is permitted despite the fact that it is not eaten uncooked. Similar laws apply in all analogous situations. For the fundamental purpose of the decree was to prevent intermarriage, by [hindering] a gentile from inviting [the Jew] to a feast. And when [food] would not be served on the table of kings to be eaten together with bread, a person would not invite a friend [to share a meal] of it. When small fish were salted by a Jew or a gentile, it is as if they have undergone part of their cooking process. [Therefore] if a gentile roasted them afterwards, they are permitted. [Similarly,] whenever a Jew performs a small part of the cooking process, whether at the beginning or at the end, [the food] is permitted. Accordingly, if a gentile placed meat or a pot on the fire and the Jew turned over the meat or stirred the pot or, conversely, the Jew placed [the food on the fire] and the gentile completed [the cooking process], [the food] is permitted.

A food that is not eaten when it is raw and is served at a kings table, to spread on bread or as a dessert, which was cooked by a non-Jew, even in the pots of Jews and in the house of a Jew, it is forbidden because it was cooked by a non-Jew Anything which a Jew cooks to some small degree, whether at the beginning or the end of the cooking, is permitted. Therefore, if the non-Jew placed meat or a dish on the fire, and the Jew flipped the meat and stirred the dish, or he stirred it, and the non-Jew finished cooking, this is permitted. (And even if the dish couldn't be cooked without the non-Jew). The use of a Jewish-lit oven is sufficient to qualify bread as "bishul Israel". However, in other types of cooking, the lighting of the fire nor the lit of the oven hold any significance. It is only the actual act of placing the food in the oven that qualifies it as "bishul Israel". Therefore, if one wants to cook in a pan in an oven of non-Jews, it is necessary that the Jew puts the pan in himself, to a place in the oven that is appropriate to cook in. Rema: And there are those that disagree and believe that lighting a fire or stoking the coals in any way with regards to cooking, as with bread, is sufficient, and that is our custom. And even stoking the fire without any particular intentions works. And there are those that say that even if the Jew did not stoke the fire, and did not throw in any wood chips, only that the non-Jew lit the oven from a fire that was lit by a Jew, that is permitted.

Joseph Karo’s passage rules that when a non-Jew cooks a mixture of ingredients, its status follows the principal ingredient, while foods normally eaten raw remain permitted even after being cooked and mashed; the gloss permits certain roasted peas and legumes because they are not served on royal tables, unless local practice prohibits them due to dairy-coated pans.

Ben Ish Hai, Halachot 2nd Year, Chukat 17-18

The Ben Ish Hai summarizes practical laws of bishul akum, including the requirement for Jewish involvement and common food-related applications in accordance with the customs of Iraqi Sephardic communities.

Likkutei Sichos 6

The passage explains that Rashi understands the Torah’s repeated phrase “לא תבשל” as referring to prohibitions of cooking, eating, and deriving benefit, because cooking is the initial act leading to eating and benefit.

In this sichaThe sicha analyzes Rashi's commentary on the prohibition of cooking a kid in its mother's milk, addressing why Rashi links the inclusion of other species under the term 'גדי' with the three-fold biblical repetition of the phrase 'לא תבשל'. It explains that the Torah uses the term 'cooking' because it is the initial act leading to consumption and benefit, and argues that the underlying ethical purpose of the prohibition (preventing cruelty) structurally connects the definition of the species to the scope of the prohibited actions.
