One who vows not to lend his vessels to another or not to greet his fellow may have the vow absolved by pointing out that if he had known he was transgressing "do not stand by idly" or "do not hate your brother in your heart," he would not have vowed, but the vow cannot be absolved by invoking divine honor (saying that if he had known it diminishes God's honor, he would not have vowed) or by invoking the honor of parents or a teacher (though it may be absolved for matters between a child and parents, such as if the vow affects their livelihood and he is obligated to support them).

The Rashba inquired of his teachers about this matter but received no answer; he noted that the custom of communities is not to treat such a person according to the laws of excommunication or ostracism, yet his view appeared to be stringent, but he permitted it to Israel since they are not prophets—therefore, if the custom of the place is to treat the transgressor according to excommunication laws, custom has the force of law, but if not practiced, Israel is permitted it; however, if public proclamation is made about him, it is clear that one must treat him according to all the laws of ostracism, the reasoning being that without proclamation many would stumble unknowingly, and this may be the reason for the community custom the Rashba mentioned, but after proclamation this reason is removed.
תשובה כתב הרשב"א ששאל על זה מרבותיו ולא השיבו לו דבר אבל כתב שמנהג הקהלות שאין נוהגין בו כדין מנודה או מוחרם. ומ"מ משמע לי מאותה תשובה שדעתו היה להחמיר אלא משום דהנח להם לישראל שאע"פ שאינם נביאים. הילכך אם מנהג המקום לנהוג בעובר כדין מנודה או מוחרם הרי המנהג הוא כהלכה ואם לא נהגו הנח להם לישראל ומ"מ אם הכריזו עליו הדבר ברור שצריך לנהוג עמו ככל דיני מוחרם וטעמא דמסתבר שכל זמן שלא הכריזו עליו יכשלו רבים בלי ידיעה ואפשר שזה טעם מנהג הקהלות אשר כתב הרשב"א ז"ל אבל אחר הכרזה נסלק טעם זה:

אמרינן בברכות (ח ב): "לעולם ישלים אדם פרשיותיו עם הצבור, שנים מקרא ואחד תרגום; ואפילו "עטרות ודיבון", שכל המשלים פרשיותיו עם הצבור, שנים מקרא ואחד תרגום – מאריכין לו ימיו ושנותיו. כלומר: שקודם שיקראו הצבור הפרשה בבית הכנסת – יקרא אותו בביתו, בין בשבת עצמו בבוקר, בין בכל אותו שבוע, אבל אין לו להקדים לפני שבוע זו. ויש בני אדם שנוהגים לקרא מעט בכל יום ויום מהשבוע, ומסיימין בשבת (תר"י). ולכן, אף על פי שכל אדם שומע התורה בכל שבת בצבור מפי הקורא - מכל מקום חייב לקרא לעצמו בכל שבוע פרשת אותה שבוע, שנים מקרא ואחד תרגום.
