What the sources say

The halachic time for Mincha begins at the Talmudic threshold and extends into the afternoon according to a dispute recorded already in the Mishnah: the Sages hold that Mincha may be prayed until nightfall, while Rabbi Yehuda limits it to plag haMincha (Berakhot 26a:11-12), and the Gemara leaves this unresolved, ruling that one may follow either position so long as he is consistent, since whoever treats the day as extending through Mincha cannot also treat it as night for Maariv before that point (Berakhot 27a:13-14).

The Shulchan Arukh codifies this structure: one who prays after six and a half halachic hours has fulfilled the mitzvah, but the primary time begins at nine and a half hours and runs until nightfall for the Sages, or until the end of plag haMincha for Rabbi Yehuda, and the Rema adds that whichever practice one adopts must be kept consistently (Shulchan Arukh, Orach Chayim 233:1), a position also laid out by the Tur (Orach Chayim 233) and elaborated by the Beit Yosef (Orach Chayim 233:1).

Later commentaries sharpen the preferred practice: the Mishnah Berurah (233:1-4) and Kaf HaChayim (Orach Chayim 233:1-11) explain that although praying from six and a half hours fulfills the obligation, the primary time, corresponding to the daily tamid offering, begins only from nine and a half hours, and Kitzur Shulchan Arukh Yalkut Yosef (Orach Chaim 233:1) states that lechatchila one should therefore pray Mincha Ketanah, after nine and a half hours, following the Rambam and the Shulchan Arukh.

The Arukh HaShulchan (Orach Chaim 233:1) and Arukh HaShulchan (Orach Chaim 233:4) work through the same mishnaic dispute, establishing that once the time for Mincha according to one's chosen opinion ends, the time for Maariv begins, a point echoed by Avnei Yashfeh (8:6), who likewise holds that one must consistently follow either Rabbi Yehuda or the Sages, since one who prays Mincha after plag haMincha like the Sages may then only pray Maariv after nightfall.

Rav Eliezer Melamed, in Peninei Halakhah, Prayer 24:7, confirms that the matter remains unresolved in practice, so that a person may choose to follow either the Sages or Rabbi Yehuda, provided he is consistent and never combines Mincha after plag haMincha like the Sages with Maariv before tzeit hakochavim like Rabbi Yehuda.

Among explicitly kabbalistically-oriented sources, Maamar Mordechai Limot HaChol 25:12 states that although the mitzvah of Mincha applies from nine and a half hours, the choicest time to pray is close to sunset, at twilight, citing the Arizal's Shaar HaKavanot, while unaccepting that timing where there is a concern one might forget or be delayed, in which case one should pray earlier.

Maayan Omer (1:5:33) addresses the practical application of this same halachic timeline, holding that one who prays Mincha after six and a half hours has fulfilled the obligation, while treating nine and a half hours until nightfall, understood as extending to tzeit hakochavim, as the primary time.

Az Nidberu (8:49) addresses a specifically kabbalistic concern, citing Rav Pe'alim's view that according to Kabbalah the Mincha prayer should be recited only after the closing of the gates, and discusses whether that stringency applies on weekdays as well as on days when it is more commonly observed.

We learned in the mishna: The Rabbis hold that the afternoon prayer may be recited until the evening. Rabbi Yehuda says: It may be recited only until the midpoint of the afternoon. Rav Ḥisda said to Rav Yitzḥak: There, with regard to the morning prayer, Rav Kahana said: The halakha is in accordance with the opinion of Rabbi Yehuda, since we learned in a mishna in the preferred tractate, Eduyyot, in accordance with his opinion. Here, what is the ruling? He was silent and said nothing to him, as he was familiar with no established ruling in this matter. Rav Ḥisda said: Let us see and try to resolve this ourselves from the fact that Rav prayed the Shabbat prayers on the eve of Shabbat while it was still day. Learn from this that the halakha is in accordance with the opinion of Rabbi Yehuda, and the time for the afternoon prayer ends at the midpoint of the afternoon, after which time one may recite the evening prayer. The Gemara immediately rejects the proof based on Rav’s practice: On the contrary, from the fact that Rav Huna and the Sages, students of Rav, would not pray until evening, learn from that that the halakha is not in accordance with the opinion of Rabbi Yehuda. The Gemara concludes: Now that the halakha was stated neither in accordance with the opinion of this Sage nor in accordance with the opinion of that Sage, one who acted in accordance with the opinion of this Sage has acted legitimately, and one who acted in accordance with the opinion of that Sage has acted legitimately, as this halakha is left to the decision of each individual.

MISHNA: After having dealt with the limited and defined topic of the halakhot of carrying out on Shabbat, the mishna begins to deal with the halakhot of Shabbat chronologically, beginning with activities that one may not perform prior to the onset of Shabbat. With regard to one’s daily conduct, the mishna says: A person may not sit before the barber adjacent to the time of minḥa until he recites the afternoon prayer. And a person may not enter the bathhouse and may not enter to work in a tannery [burseki]. And he may neither begin to eat a meal nor to sit in judgment until he prays. And however, if they already began engaging in those activities, they need not stop and recite the Amida prayer. The tanna articulated a principle: One stops engaging in all of these activities to recite Shema and one does not stop to recite the Amida prayer. GEMARA: First, the Gemara seeks to clarify: Which “adjacent to minḥa,” in other words, adjacent to which minḥa is the mishna referring? There is a difference between the time of greater minḥa [minḥa gedola], which begins approximately a half hour after noon, and the time of lesser minḥa [minḥa ketana], which begins approximately two and a half hours before sunset. The Gemara elaborates: If you say that it is prohibited to perform all of these activities adjacent to minḥa gedola, why not? Isn’t there still much time remaining in the day? Rather, the mishna means adjacent to minḥa ketana.

The Rabbis taught in a baraita: If the obligation to recite two prayers was before him, one, the afternoon prayer and one, the additional prayer, he recites the afternoon prayer first and the additional prayer thereafter, because this, the afternoon prayer, is recited on a frequent basis, and this one, the additional prayer, is recited on a relatively infrequent basis. Rabbi Yehuda says: He recites the additional prayer first and the afternoon prayer thereafter, because this, the additional prayer, is a mitzva whose time soon elapses, as it may only be recited until the seventh hour and this, the afternoon prayer, is a mitzva whose time does not soon elapse as one may recite it until the midpoint of the afternoon. Rabbi Yoḥanan said: The halakha is that he recites the afternoon prayer first and the additional prayer thereafter, in accordance with the opinion of the Rabbis. The Gemara cites additional sources relating to this issue: When Rabbi Zeira would tire of his studies, he would go and sit in the doorway of Rabbi Natan bar Tovi’s study hall. He said to himself: When the entering and exiting Sages pass, I will rise before them and be rewarded for the mitzva of honoring Torah scholars. Rabbi Natan bar Tovi himself emerged and came to where Rabbi Zeira was seated. Rabbi Zeira said to him: Who just stated a halakha in the study hall? Rabbi Natan bar Tovi said to him: Rabbi Yoḥanan just said as follows: The halakha is not in accordance with the opinion of Rabbi Yehuda who said: He recites the additional prayer first and the afternoon prayer thereafter.

The Gemara explains: It is not in accordance with the statement of Rav Huna, as we said above with regard to the prohibition to eat prior to the additional prayer. It is not in accordance with the statement of Rabbi Yehoshua ben Levi, as Rabbi Yehoshua ben Levi said: Once the time to recite the afternoon prayer has arrived, a person may not taste anything before he recites the afternoon prayer.

We were also unsure regarding the statement in the Mishnah, "The afternoon prayer may be recited until evening" (Berachot 4:1). Does this refer to sunset, or to the time when the stars become visible? For when reading the words of Rabbi Yehuda carefully, he claimed that the prayer could be recited until 'plag hamincha'. In the Talmudic discussion (Berachot 26b:15), they ask whether this word 'until' includes the whole last portion of the day, or means up until that point of time. They then argue that if 'until' includes the last portion of the day until the twelfth halachic hour, then Rabbi Yehuda would not be in disagreement with the other rabbis [which he seems to be]. Therefore, it seems that when the rabbis say 'until evening', they also mean until the twelfth hour, which is the time that the stars are visible in the sky. Regarding all this I asked [in my dream] whether, in the case of a headache or in other extenuating circumstances, one could recite the afternoon prayer until the time the stars are visible? They responded: "It shall be neither yours nor mine; cut it in two!" (I Kings 3:26), and within the vision they explained that it shall follow neither the stringent ones nor the lenient. Rather, the time between the setting of the sun and the appearance of the stars should be divided in two, and this point is the midpoint of twilight referred to by Rabbi Yehuda.

A person should not sit down for a haircut close to Mincha until he has prayed, nor enter a bathhouse, nor a tannery, nor a court of law, nor eat even a small meal close to Mincha Gedolah. If he already began any of these he need not stop, even though he began in a prohibited state — provided there is enough time in the day to pray after he finishes his meal or work. But if there is not enough time to pray afterward he must stop immediately. From when is the beginning of a haircut? From when the barber's cloth is placed on his knees. The beginning of a bathhouse? From when he removes his outer garment. The beginning of a tannery? From when he ties a cloth between his shoulders in the manner of tanners. The beginning of a court case? If they were already engaged in it — from when the litigants begin to argue; if they were not yet engaged — from when the judges wrap themselves, and according to our practice from when they sit with the intention to judge. The beginning of a meal? From when he washes his hands. Rema: Some disagree and hold that a small meal is permitted — only a wedding feast or circumcision feast is forbidden. (Tur in the name of Rabbeinu Tam) Some say even a large meal is permitted close to Mincha Gedolah. (Ba'al HaMaor and Hagahot Mordechai ch. 1 of Shabbat) Some say even a small meal is permitted close to Mincha Ketanah. (Tur in the name of Ri) The custom is to be lenient according to both opinions — meaning a large meal close to Mincha Gedolah and a small meal close to Mincha Ketanah. The possible reason is that nowadays the synagogue announces the time, so we are not concerned one will be negligent and not pray. (Agudah, ch. 1 of Shabbat) (See above Siman 89) However for a large meal one should be stringent even close to Mincha Gedolah, and even if one began before that time — when Mincha Ketanah arrives and the time is passing one must rise and pray. In practice, this disagreement is left unresolved, and the conclusion of the Talmud (Berachot 27a) is that a person is permitted to decide whether he wants to practice like the Chachamim or like Rabbi Yehudah. However, the Rishonim caution that he must make sure that he consistently adheres to one minhag. In other words, if he follows Rabbi Yehudah, he must take care not to pray Minchah after plag haminchah. If he practices like the Chachamim, he must make sure to always recite Ma’ariv after tzeit hakochavim. However, it is forbidden to pray Minchah after plag haminchah like the Chachamim, and Ma’ariv before tzeit hakochavim like Rabbi Yehudah (we shall expand on this law in the laws of Ma’ariv, 25:6-7).
