A — Hashem's deepest desire is to draw His creations close, to sanctify them and pour over them every good of olam haba — 'תשוקתו יתברך לקרב מעשיו אליו.' But He wills that this happen 'על ידי מעשיהם' — through what we do. The 613 mitzvot correspond to 613 supernal lights ('תרי"ג אורות עליונים נאצלים'). Each mitzvah binds the doer to its supernal counterpart and draws that specific shefa down. He doesn't need our light; He commands lighting so that we will receive light. He doesn't need our guarding the Mishkan; He commands שמירה so that we will receive שמירה. The whole avodah is reverse-engineered from the shefa He wishes to give us: discover what mitzvah He commanded, and you have discovered what blessing He wishes to bestow.
