Only at night - excluding at dusk, when the moon is partially visible but it's still daytime. And we benefit from its light - that is, at the time that its shining is visible over the earth. If the moon is covered with clouds, if the cloud is thin and weak so that the moon is seen from within it and it's possible to benefit from the moon, bless, and if the cloud is thick, do not bless. And if one begins to bless and then the moon is covered by clouds, finish the blessing, except in the case where one estimates that the moon will be covered by cloud in the middle of one's blessing, for in this case one shouldn't begin the blessing. החודש הזה לכם ראש חדשים, "This month shall be for you the beginning of the months." Why did the Torah repeat ראש חדשים and ראשון הוא? I believe the meaning of ראש is that the month of Nissan will be particularly important, the choicest of the months. We find the word ראש used in this sense in Exodus 30,23 when the most important of the spices in the making of oil for anointing is discussed. The Torah stressed the word לכם, for you, to tell us that this month would be special only for the Jewish people. Our sages pointed out in Rosh Hashanah 11 that Israel was redeemed from Egypt in Nissan and that the future redemption would again occur in that month. This is so because this month is a harbinger of good tidings for Israel. It is appropriate that Israel should begin the count of the months of the year by making Nissan the first month.

Moon blessing and its time - 4 subsections. The one who sees the moon in its newness blesses "Who at Their Word created heavens, and at the breath of Their mouth all their hosts; a law and a time They gave unto them, that they would would not change their duty". Note: one should only sanctify the month at night, at the time that the moon shines and we benefit from its light (Agur). We should only bless regarding the moon on motza'ei Shabbat, when one is perfumed and one's clothes are nice. Rema: and this is specifically when motza'ei Shabbat is before the 10th of the Hebrew month, in this case we wait until motza'ei Shabbat. However, if it's after this we don't wait to motza'ei Shabbat, lest there are 2 or 3 or 4 cloudy nights and the moon is invisible, and the time to bless passes. And when we bless the moon during the week, it's good to put on nice clothes (T"H chapter 35). We don't sanctify the moon before Tisha b'Av or before Yom haDin (Maharil), and when Yom Kippur goes out we bless it, since then we exist in a joyful state - but not when Tisha b'Av goes out, or any other fast (my own opinion), and we don't sanctify it on motza'ei Shabbat which falls on Yom Tov (Maharil, laws of Yom Tov). And one fixes their eyes and straightens their legs and blesses (Standing) (Tur) and says three times: "A good sign it will be for all of Israel, Blessed is your Creator etc." Rema: and dances three times towards it, and says "Just as I dance, etc", and says "Fear and terror will fall on them, etc" (Shemot 15:16), and again backwards, "Like a stone they will be, etc" three times, and says to one's friend three times "Peace be upon you" (Hagahot haChadashot), and responding to this greeting is like saying it (Tur). And we are accustomed to say "David, King of Israel, lives and exists", since his kingdom is compared to the moon and will in the future be renewed like it. And the assembly of Israel will return and cleave to her Husband, who is the Holy Blessed One, the image of the moon who is renewed with the moon - as it is said, "A sword and a shield is God" (Tehillim 84:12), and therefore we make joys and dance in the sanctification of the month, which is an image of the joy of a wedding. (Bachya, parshat vayeishev, and my own opinion). Until when do we bless regarding it? Until the 16th day from the day of the molad, not including the 16th itself. One should not sanctify except until half of 29 days, 12 hours, and 793 chalakim from the molad (Teshuvot Maharil)

In Birkat Ha-levana (the Berakha of the Moon), we thank God for creating the moon, from whose light we benefit at night. Many Jews have attached special honor and affection to this berakha, as it alludes to deep concepts concerning the Jewish people. We will explain some of these concepts here. Of all the heavenly bodies, the moon is most similar to us. Just as a person’s life is filled with ups and downs, the moon waxes and wanes through the course of each month. In the middle of the month, the moon appears full, but as it nears the end of the month it dwindles and disappears. And just as Adam, the first man, gave in to his pride and desires and ate from the Tree of Knowledge and was punished, the moon was not satisfied being equally luminous as the sun, asking instead to rule over it (see above, section 5). In retribution for the moon’s arrogance, God reduced its light and even created the lunar cycle in which it wanes every month, eventually disappearing for an entire day. However, unlike man, who eventually fades away and dies, the moon remains part of the heavenly hosts and is fixed and everlasting, always regenerating itself. The Jewish people have the exact same qualities. On the one hand, they lead normal human lives, which include ups and downs, a good inclination as well as an evil inclination. On the other hand, their connection to faith and God is everlasting. Therefore, unlike other nations, the Jewish people will endure forever. We connect to this idea of Israel’s immortality through Birkat Ha-levana, which we recite upon seeing the moon reappear and begin to grow anew every month. Moreover, not only do we manage to survive despite all the hardships that we experience, we actually advance to a higher level as a result of each crisis and setback. King David taught us how to transform each setback into an impetus for greater growth. The Sages relate that David was the lowliest of his brothers, growing up in the fields among the animals, but he succeeded in maturing and improving from every experience. Even after his difficult fall in the sin of Bat-Sheva, he did not despair. Rather, he repented completely, to the point where the Sages say that “he established the yoke of repentance” (Mo’ed Katan 16b). David transformed his awful failure into tremendous self-improvement, and ever since then we learn from him the ways of repentance and the true extent of its power. By virtue of his repentance, David’s kingdom is everlasting, just as the moon always rejuvenates after its decline.

מפני הרעיון הגדול שמבטא חידוש הלבנה, נתקדשה ברכת הלבנה עד שהיא נחשבת למעין קבלת פני שכינה. וזהו שאמר תנא דבי רבי ישמעאל על ברכת הלבנה: "אילמלא לא זכו ישראל אלא להקביל פני אביהם שבשמיים פעם אחת בחודש (בברכת הלבנה) דים". ומאחר שכן, אמר אביי שיש לכבד את ברכת הלבנה ולאומרה בעמידה (סנהדרין מב, א). מי שקשה לו לעמוד, ישען על מקלו או על חבירו ויברך. ואם גם להישען קשה לו, יברך בישיבה. נהגו לכבד את הברכה ולאומרה במניין, וכשאין מניין טוב לאומרה בשלושה, אולם מצד הדין אפשר לאומרה גם ביחיד. כאשר יש חשש שאם ימתין ליום שיוכל לברך במניין ישכח בסופו של דבר לברך, עדיף שיברך ביחיד (באו"ה תכו, ב, ד"ה 'אלא'). נוהגים לצאת מחוץ לבית כדי לאומרה תחת כיפת השמים. שהרי למדנו שיש בברכת הלבנה מעין קבלת פני שכינה, וכשם שיוצאים לקבל את פני המלך, כך יש לצאת לקראת ברכת הלבנה. אבל חולה או מי שחושש שיתקרר אם יצא מהבית, יכול לראות את הלבנה דרך החלון ולברך (משנה ברורה תכו, כא).

Because of the lofty idea that the moon’s renewal represents, Birkat Ha-levana has been hallowed to the point that one who recites it is viewed as if he is greeting the Shekhina (Divine Presence). Thus, in the academy of Rabbi Yishmael it was taught: “Were the people of Israel privileged to greet the presence of their heavenly Father only once a month (when reciting Birkat Ha-levana), it would have been sufficient for them” (San. 42a). Therefore, Abaye concluded that one must honor the berakha and recite it while standing (San. 42a.). One who finds it difficult to stand should lean on his cane or a friend and recite the berakha. And if leaning is too difficult, he may recite it while sitting. It is customary to honor the berakha by reciting it with a minyan. In the absence of a minyan, it is best to recite it in a group of three, but technically one may recite it alone. If one is concerned that if he puts off reciting the berakha until a minyan can be gathered he will forget to recite the berakha altogether, it is preferable not to wait, but to recite it alone (BHL 426:2, s.v. “ela”). It is customary to go outside and recite the berakha under the open sky. After all, we learned above that Birkat Ha-levana is compared to greeting the Shekhina. Therefore, one should approach reciting this berakha as if one is going out to greet a king. One who is sick or concerned that he might catch a cold if he ventures outside may view the moon through a window and recite the berakha indoors (MB 426:21).
