A — The three terms — שבתון / שבת / קדש — correspond to ascending levels of sanctity that lift the day itself higher and higher, mapped by Chazal onto the three Shabbat meals. The mahn doesn't fall on Shabbat *not* because Hashem withholds it but because of its source: as the Zohar teaches, mahn comes 'מעולם עליון מאד.' On Shabbat, when 'כל מדרגות קדושות עולות מעלה מעלה אל הסבה הראשונה,' it would be backwards for something whose source is already elevated to descend further and coarsen into matter — 'איך מה שהוא ממקום הקדש כמוהו יורידהו ה' למטה לארץ להגשימו.' On weekdays it descends; on Shabbat it stays up.
