What the sources say

The Torah prohibition is stated in three separate places: Devarim 23:20-21 forbids charging interest to a fellow Israelite in money, food, or anything else, while permitting it to foreigners; Vayikra 25:35-38 commands "do not exact advance or accrued interest" from a fellow Jew; and Shemot 22:24 extends this to loans to the poor specifically, instructing "exact no interest from them."

The Gemara in Bava Metzia 75b clarifies that the prohibition extends in both directions, recognizing "advance interest" — a benefit sent before the loan to secure it — and "delayed interest" — a benefit sent after repayment — as equally forbidden forms of prohibited gain.

The Rambam, Mishneh Torah, Creditor and Debtor 5:1-14 draws the boundary explicitly: lending to a Jew at interest is biblically forbidden, while lending to a non-Jew at interest is not only permitted but constitutes a positive commandment, and he adds that lending to a fellow Jew without charge takes precedence over lending to a non-Jew at interest.

The Shulchan Arukh, Yoreh De'ah 160:1 rules that one must distance oneself from interest, and that multiple negative commandments are violated — by the lender, the borrower, the guarantor, and the witnesses alike — with no distinction between lending to a rich person or a poor one.

One may lend money to and borrow money from a gentile and a resident alien at interest, as implied by Deuteronomy 23:20: "Do not offer interest to your brother." We may infer: Offering - and taking - interest from "your brother" is prohibited; from people at large, by contrast, it is permitted. It is a positive mitzvah to lend money to a gentile at interest, as Ibid:21 states: "You may offer interest to a gentile." The Oral Tradition teaches that this is a positive commandment. This is the Scriptural Law. It is a mitzvah to lend money to a Jew without charge before lending money to a gentile at interest.

It is forbidden for one to lend money - even to a Torah scholar - without having witnesses observe the transaction unless the lender receives an article as collateral. It is even more commendable to have the loan supported by a promissory note. Whenever a person gives a loan without having witnesses observe the transaction, he transgresses the prohibition (Leviticus 19:14 : "Do not place a stumbling block before the blind" and brings a curse upon himself.

De l'intérêt indirect et de l'intérêt direct Il est interdit de rien emprunter sous la condition qu’on rendra davantage; même si cette augmentation n’atteint pas une peroutah, il y a interdiction d'accepter cet intérêt; mais si le débiteur a payé, les juges n’ont pas à intervenir pour faire rendre cette bagatelle. GLOSE: En général, tout ce qu’on paye pour le temps que l’on a gardé une somme est un intérêt; mais il faut distinguer le prêt commercial, dont l'intérêt est dit indirect, interdiction traditionnelle, du prêt fait de particulier à particulier, dont le taux est l'intérêt proprement dit, interdiction biblique. L'intérêt proprement dit et défendu par la loi biblique, est celui qui a été convenu entre le prêteur et l’emprunteur au moment de l’emprunt. La justice doit forcer le créancier par tous les moyens possibles à rendre cet intérêt, mais elle ne peut s'attaquer à ses biens. De même, lorsque le créancier prête au débiteur, à la condition de ne pas payer de loyer ou de ne pas payer le loyer en entier, la justice fait rendre par le prêteur le montant de ce loyer.

A creditor may not use his debtor's servant, dwell in his debtor's courtyard without payment, or rent from him at below-market rates; however, if the property is not typically rented out, dwelling there may constitute only indirect interest (abak ribit) rather than direct interest, though Maimonides holds the creditor should repay rent to satisfy his conscience, and if the debtor explicitly conditioned the loan on the creditor's residence, it constitutes direct interest (ribit ktzutzah) even in a non-rental property.

If you shall lend silver to any of My people, especially to the poor who is with you, you shall not be as a creditor to him. Additionally, you shall not impose upon him interest.
