This ingathering is tied to the people's return in heart and repentance, as Devarim 30:1-2 and Vayikra 26:41-42 describe a turning of heart that precedes restoration, and Mishneh Torah, Repentance 7:5 states that all the prophets commanded repentance because Israel is redeemed only through it, a position echoed in the dispute recorded at Sanhedrin 97b:14 between Rav, who holds redemption depends entirely on repentance, and Shmuel, who holds the suffering of exile itself suffices, with Yoma 86b:2 adding that repentance hastens the redemption.

The rabbinic ordering of the Amidah places the blessings of ingathering, restoration of judgment, and rebuilding Jerusalem within the structure of redemption.
The Gemara returns to its discussion of prophecies of consolation that are related to those in the book of Hosea. And Rabbi Elazar said: What is the meaning of that which is written: “And many peoples shall go and say: Go and let us go up to the mountain of the Lord, to the house of the God of Jacob; and He will teach us of His ways, and we will walk in His paths” (Isaiah 2:3)? The Gemara notes that Jacob is the only Patriarch mentioned and asks: Is He the God of Jacob and not the God of Abraham and Isaac? Rather, the verse specifically mentions Jacob to allude to the fact that the Temple will ultimately be described in the same way that Jacob referred to it. It will not be referred to as it was referred to by Abraham. It is written of him that when he prayed at the location of the Temple mountain, he called it mount, as it is stated: “As it is said on this day: On the mount where the Lord is seen” (Genesis 22:14). And it will not be referred to as it was referred to by Isaac. It is written of him that he called the location of the Temple field when he prayed there, as it is stated: “And Isaac went out to meditate in the field” (Genesis 24:63). Rather, it will be described as it was referred to by Jacob, who called it house, as it is stated: “And he called the name of that place Beth-El” (Genesis 28:19), which means house of God. Rabbi Yoḥanan said: The day of the ingathering of exiles is as great as the day on which heaven and earth were created. This is derived by means of a verbal analogy between the word day in these two contexts, as it is stated concerning the ingathering of exiles: “And the children of Judea and the children of Israel shall be gathered together, and they shall appoint themselves one head, and shall go up out of the land; for great shall be the day of Jezreel” (Hosea 2:2), and it is written in the narrative of Creation: “And there was evening and there was morning, one day” (Genesis 1:5).
§ Rav says: All the ends of days that were calculated passed, and the matter depends only upon repentance and good deeds. When the Jewish people repent, they will be redeemed. And Shmuel says: It is sufficient for the mourner to endure in his mourning to bring about the coming of the Messiah. Even without repentance, they will be worthy of redemption due to the suffering they endured during the exile. The Gemara notes: This dispute is parallel to a dispute between tanna’im: Rabbi Eliezer says: If the Jewish people repent they are redeemed, and if not they are not redeemed. Rabbi Yehoshua said to him: If they do not repent, will they not be redeemed at all? Rather, the Holy One, Blessed be He, will establish a king for them whose decrees are as harsh as those issued by Haman, and the Jewish people will have no choice but to repent, and this will restore them to the right path. It is taught in another baraita that Rabbi Eliezer says: If the Jewish people repent they are redeemed, as it is stated: “Return, wayward children, I will heal your iniquities” (Jeremiah 3:22). Rabbi Yehoshua said to him: But isn’t it already stated: “So says the Lord: You were sold for naught, and without money you shall be redeemed” (Isaiah 52:3)? Rabbi Yehoshua explains: “You were sold for naught” means you were sold for idol worship, which is a sin with no basis. “And without money you shall be redeemed” means you will be redeemed not through repentance and good deeds, but through the will of God.
Chachmei Hamidrash interpret Vayikra 25:47–49 as foreshadowing Israel’s redemption from Haman: Haman represents the prosperous resident stranger, Israel the impoverished brother, Achashverosh their sale to Haman, and Mordekhai and Esther their redeemers, while “erase the memory of Amalek” signifies Haman’s eradication in this world and the World to Come.
Rabbi Berekhya said: The Holy one blessed be He recorded the redemption of Israel in the Torah, as it is written: “If a stranger who is a resident among you shall prosper…” (Leviticus 25:47). “A stranger who is a resident” – that is Haman, who became great and grew rich, and became prosperous enough to weigh out ten thousand talents of silver (see Esther 3:9). He is called a resident stranger since he was a descendant of Amalek and was a stranger in Media and Persia. “And your brother becomes poor with him” (Leviticus 25:47) – these are [the people of] Israel who were destitute and poor. “And is sold to a resident stranger” (Leviticus 25:47) – that Aḥashverosh sold them to Haman, to destroy, to kill and to eliminate. “Or to an offshoot [eker] of a stranger’s family” (Leviticus 25:47) – that he made himself an object of idolatry. That is what is written: “Bowing and prostrating themselves to Haman” (Esther 3:2). “After he is sold, he shall have redemption” (Leviticus 25:48) – that the Holy One blessed be He redeemed them from his [Haman’s] hand and delivered them from his decree and rescued them. “One of his brothers shall redeem him” (Leviticus 25:48) – that is Mordekhai, as it is written about him “and accepted by most of his brethren” (Esther 10:3). “Or his uncle or his cousin shall redeem him” (Leviticus 25:49) – that is Esther, who was the daughter of his [Mordekhai’s] uncle, and Israel were redeemed by her. “For I will surely erase [maḥo emḥeh] the memory of Amalek” (Exodus 17:14) – erase [maḥo] in this world, surely erase [emḥeh] in the World to Come. “The memory [zekher] of Amalek” – that is Haman. Read with regard to him, “a male [zakhar] of Amalek.” Even Jacob our forefather alluded to it in the blessing of the tribes: “Benjamin, a wolf who will take prey. In the morning he will consume plunder” (Genesis 49:27) – that is Saul, who was the morning of Israel, as he was the first of the kings and was from the tribe of Benjamin, and [he] smote Amalek and plundered everything they had. “And in the evening will distribute booty” (Genesis 49:27) – that is Mordekhai and Esther, who arose for Israel in their exile, which resembles the evening, and distributed the booty of Haman. [Benjamin] is compared to a wolf, as the Holy One blessed be He set him to stand against the wolf – that is the kings of Media and Persia, who are compared to a wolf. That is what is written, “And behold, another beast, a second one, resembling a wolf” (Daniel 7:5). There they say that [the verse refers to] the kings of Media and Persia, who eat like a bear and have no rest like a bear and grow their hair like a bear. The Holy One blessed be He set Mordekhai and Esther to stand against them, as they were from the tribe of Benjamin, as it is written: “A wolf will take prey” (Genesis 49:27). Rabbi Ḥiya Raba and Rabbi Shimon ben Ḥalafta were walking in the valley of Arbel and they saw the breaking of the dawn’s light. Rabbi Ḥiya Raba said to Rabbi Shimon ben Ḥalafta: So is the greatness of Israel. First a little and then, as it proceeds, it continuously increases. What is the explanation? “Although I sit in darkness, the Lord is a light for me” (Micah 7:8). So initially “Mordekhai was sitting at the king’s gate…” (Esther 2:21) and afterwards, “And Mordekhai went forth from the presence of the king [in royal dress of blue and white wool, and with a great crown of gold]” (Esther 8:15), and afterwards, “For the Jews there was light and joy and jubilation and honor” (Esther 8:16).
Chachmei Bavel relate that Jacob’s attempt to reveal the end of days was interrupted when the Divine Presence departed, but his sons affirmed their shared faith, prompting him to recite “Blessed be the name of His glorious kingdom forever and ever”; the passage explains why this verse is generally recited quietly, though Rabbi Abahu says it should be recited aloud because of the heretics, while in Nehardea it remained quiet.
As Rabbi Shimon ben Lakish said that it is written: “And Jacob called his sons and said, Gather around and I will tell you what will occur to you in the end of days” (Genesis 49:1). Jacob wanted to reveal to his sons when the complete redemption would arrive at the end of days (see Daniel 12:13), but the Divine Presence abandoned him, rendering him unable to prophesy. He said: Perhaps the Divine Presence has abandoned me because, Heaven forfend, one of my descendants is unfit, as was the case with my grandfather Abraham, from whom Ishmael emerged, and like my father Isaac, from whom Esau emerged. His sons said to him: Hear Israel, our father, the Lord is our God, the Lord is One. They said: Just as there is only one God in your heart, so too, there is only one in our hearts. At that moment Jacob our father said in praise: Blessed be the name of His glorious kingdom for ever and ever, as all his children were righteous. The Rabbis said: What should we do? Shall we recite this verse? But Moses our teacher did not say it in the Torah as part of Shema. Shall we not recite it? But Jacob said it. In order to resolve this dilemma they established that this passage should be recited surreptitiously. Rabbi Yitzḥak said that the school of Rabbi Ami said: This is analogous to the daughter of a king who smelled the fragrance of the dried spices stuck to the bottom of the pot and craved to eat them. What can she do? If she tells her servants to give it to her, she will be disgraced, as the dried spices are a contemptible food. However, if she does not say she wants to eat them, she will endure suffering. Her servants began to bring them to her surreptitiously. One should conduct himself in that manner in similar cases of uncertainty. Rabbi Abbahu said: The Sages instituted that the people should recite it aloud due to the grievance of the heretics. It was instituted to prevent the heretics from claiming that the Jews are surreptitiously reciting inappropriate statements. The Gemara adds: In Neharde’a, where there are no heretics, they recite it surreptitiously even now.
The passage teaches that converts and men who marry girls too young to bear children delay the Messiah’s coming, explaining that redemption awaits the birth of all souls destined for physical bodies.
§ The Sages taught in a baraita: Converts and those who play with children delay the coming of the Messiah. The Gemara asks: Granted with regard to converts, this is in accordance with the opinion of Rabbi Ḥelbo, as Rabbi Ḥelbo says: Converts are as harmful to the Jewish people as a leprous scab on the skin, as they are not proficient in the performance of the mitzvot and born Jews learn from them. But with regard to the category of those who play with children, to what is it referring? If we say that this is referring to homosexuality, such men are liable to be executed by stoning, and their behavior is criticized not simply because they delay the Messiah. Rather, one might suggest that this is referring to those who emit semen by way of other limbs, i.e., without engaging in intercourse; if so, they are considered as though they are bringing a flood, and are therefore liable to be punished themselves with a flood. Rather, the baraita means that they marry minor girls who are not yet capable of bearing children, consequently emitting semen for naught. As Rabbi Yosei said: The Messiah, son of David, will not come until all the souls of the body have been finished, i.e., until all souls that are destined to inhabit physical bodies do so. As it is stated: “For the spirit that enwraps itself is from Me, and the souls that I have made” (Isaiah 57:16). The verse is interpreted as follows: The spirit, i.e., the souls about which it has been decreed by Me that they are to be born, if they are not born, they enwrap the Messiah and prevent him from coming.
Chachmei Bavel teach that the three mentions of rishon regarding the Festivals merited the Jewish people three “first” matters: eradicating Esau’s descendants, building the Temple, and the name of Mashiach; the rishon associated with Passover, however, refers to the day before the Festival.
Rather, the Gemara explains that those three times the word rishon is mentioned with regard to the Festivals are necessary for that which the school of Rabbi Yishmael taught. As the school of Rabbi Yishmael taught: In reward for the three times the word rishon is stated with regard to the Festivals observed by the Jewish people, they were entitled to three matters also referred to as rishon: To eradicate the descendants of Esau, to the construction of the Temple, and to the name of Messiah. The tanna provides the sources for his statement. To eradicate the descendants of Esau, as it is written: “And the first [harishon] came forth red, all over like a hairy mantle; and they called his name Esau” (Genesis 25:25). And to the construction of the Temple, as it is written: “The Throne of Glory, on High from the beginning [merishon], the place of our Temple” (Jeremiah 17:12). And the Jewish people were also entitled to the name of Messiah, as it is written: “A harbinger [rishon] to Zion I will give: Behold, behold them; and to Jerusalem a messenger of good tidings” (Isaiah 41:27). However, harishon stated with regard to Passover is referring to the day before the Festival.
Chachmei Bavel report Rabbi Yonatan’s teaching that repentance hastens the redemption, based on Isaiah’s statement that a redeemer will come to Zion because of those who repent from transgression in Jacob.
Rabbi Yonatan said: Great is repentance, which hastens the redemption, as it is stated: “And a redeemer will come to Zion, and to those who repent from transgression in Jacob” (Isaiah 59:20). What is the reason that a redeemer will come to Zion? It is because there are those who repent from transgression in Jacob.
R. Saadia Gaon establishes redemption and the messianic era as a required belief grounded in prophecy and reason.

ועוד שיש לבאר ענין הגלות תחלה, כי הגלות בעצמו הוא ראיה והוכחה ברורה על הגאולה. וזה כי אין ספק כי הגלות הוא שנוי ויציאה מן הסדר, שהשם יתברך סדר כל אומה במקומה הראוי לה, וסדר את ישראל במקום הראוי להם, שהוא ארץ ישראל. והגלות מן מקומם הוא שנוי ויציאה לגמרי. וכל הדברים כאשר הם יוצאים ממקום הטבעי, והם חוץ למקומם, אין להם עמידה במקום הבלתי טבעי להם, רק הם חוזרים למקומם הטבעי. כי אם היו נשארים במקומם הבלתי טבעי להם, היה הבלתי טבעי נעשה טבעי, ודבר זה אי אפשר שיהיה הבלתי טבעי נעשה טבעי. משל זה, אם אתה מכריח את חלק האש שיהיה עומד בארץ, שמקומו הטבעי שלו הוא למעלה, ואתה מכריח אותו חוץ למקום הטבעי להיות עומד למטה. וכן הארץ, מקומה הטבעי למטה, ואם אתה מכריח את חלק ממנו לעמוד למעלה, אם היה נשאר עומד שלא במקום הטבעי, כבר היה הבלתי טבעי נעשה טבעי: וכן ישראל בעצמם, אם היו עומדים בגלות לעולם, שאין זה מקומם הראוי להם, כי מקומם הראוי להם לפי סדר המציאות להיותם בארץ ישראל ברשות עצמם, ולא ברשות אחר. כמו כל דבר ודבר מן הנמצאים הטבעים יש להם לכל אחד מקום בפני עצמו, כמו שגזרו חז"ל (אבות פ"ד, מ"ג) 'אין לך דבר שאין לו מקום', וכל דבר הוא ברשות עצמו. ואם היו נשארים בגלותם לעולם, היה הדבר הזה - שהוא העמידה חוץ למקומם, שהוא בלתי טבעי - נעשה טבעי. שאין עומד בתמידות רק הדברים הטבעיים, כי הטבע שנתן השם יתברך לכל דבר ודבר מקיים אותו עד שהוא מקוים עומד תמיד. ואם הדבר הבלתי הטבעי קיים תמיד גם כן, אף כי אינו כסדר וכטבע המציאות, היה הטבע ההוא דבר מותר ובטל לגמרי ללא צורך, ודבר זה לא יתכן: וכמו כן הפיזור אינו דבר טבעי, וכמו שחוזר כל דבר ודבר אל מקומו, כך חוזרים החלקים המפוזרים והנפרדים להיותם כלל אחד. ודבר זה מבואר לכל אדם אשר הוא בן דעת, כי כל החלקים ענין אחד להם. ואם כן למה יהיה חלוק ביניהם, ולא יתאחדו, מאחר שהם דבר אחד. ולכך כל פיזור עומד להתכנס יחד. ולפיכך פיזור ישראל בין האומות הוא דבר יוצא מן הטבע, שמאחר שהם אומה אחת, ראוי שיהיו עומדים יחד להיות אחד, כמו שתמצא כל הדברים הטבעיים אינם מחולקים לשנים, רק הם מתקבצים ביחד, וכן כל "הנחלים הולכים אל הים" (קהלת א, ז) להיות מתקבצים, ואין דבר אחד מתחלק. ומאשר האומה הישראלית אומה אחת בלתי מחולקת ומופרדת יותר מכל האומות, ראוי שיהיו מקובצין יחד. ומזה נראה כי הפיזור להם בפרט אינו טבעי כלל. ואי אפשר לומר שדבר זה הוא בשביל חטא ועון, סוף סוף דבר זה הוא בלתי טבעי, דהיינו הפיזור לישראל, ויהיה הבלתי טבעי נעשה טבעי אם היה זה לעולם:
There is another reason to explain the concept of exile first. The exile itself is proof and clear imperative for redemption. This is because there is no doubt that exile is an alteration and departure from the normal order. The Blessed Holy One arranged each nation in the place which is appropriate for it, so he arranged the People of Israel into the place which is appropriate for it, namely the Land of Israel. Exile from their place is a complete alteration and departure [from that order]. Anything which departs from its natural place, which is outside its place, is unable to stay in the place which is not natural for it. Rather they need to return to their natural place. Because if they remain in a place which is unnatural for them, then the unnatural would become natural. And it is impossible for the unnatural to become natural. A metaphor: it is like trying to force fire to stay down, when it's natural state is to rise - or like trying to hold up solid matter, when its natural state is to fall to the earth. If you could achieve that, then you would be making the unnatural natural. Similarly with the People of Israel themselves. If they were to stay in exile for ever, which is not the right place for them to be (since the right place for them, according to the order of existence, is the Land of Israel under their own sovereignty and not under the sovereignty of any other). Just like everything in natural existence, each one has its own place as our sages decreed (Pirkei Avot 4:3) "There is nothing which does not have its place". Each thing under its own sovereignty. If they would remain in exile forever, then this thing (unnaturally standing outside their place) would become natural. Only natural things can stand permanently, because the nature which the Blessed Holy One gave to each thing is what sustains it such that it is established to stand forever. If an unnatural state of affairs were to exist forever, even though it was not according to the order and nature of existence, then the nature of that thing would be loosened and nullified completely for no purpose, and such a thing could not happen. Similarly, dispersal is not a natural state of affairs. Just as each thing returns to its place, so dispersed and separated parts have to return to [become] one entity. This is clear to anyone of intelligence, that all parts have one essence to them. If so, why would there be a division between them, and not unity, since they are one thing? Therefore all dispersal stands only to be coalesced together. Therefore the dispersal of the People of Israel among the nations is a thing which exists outside of nature, since (the People of Israel) is one nation, suitable to be standing together as one, as is found in the case of all natural things which are not divided into two. Rather that they should be joined together. Similarly "All the rivers flow into the sea" (Kohelet 1:7) to be gathered together. One thing is not divided. So since the Jewish nation is a nation united more than any other nation, not divided or separated , it is appropriate that they should be gathered together. From this we can see that dispersal is particularly unnatural for them. It is impossible to say that this state of affairs is only because of sin and iniquity, after all the dispersal of the People of Israel is so unnatural, because if this were to become permanent, then the unnatural would have to become natural.
The passage states that the insults and abuse associated with the footsteps of Mashiach will bring those footsteps, and that their increase is a sign of his coming.

Maharal explains that because Abraham, the foremost believer, said “With what shall I know,” he was associated with exile, whereas faith signifies an enduring, independent existence that cannot be subjected to another; thus Israel merited redemption from Egypt through faith, which brings attachment to God, freedom from all other authority, and even ruach hakodesh.

The Alter Rebbe explains the ultimate purpose of creation as the revelation of Divine sovereignty in the world, providing a theological framework for Israel's redemptive mission.
Clearly, the purpose of the hishtalshelut of the worlds and their descent, degree by degree, is not for the sake of the higher worlds, because for them this is a descent from the light of His Countenance, blessed be He. But the ultimate purpose [of creation] is this lowest world, for such was His will, blessed be He, that He shall have satisfaction when the sitra achara is subdued and the darkness is turned to light, so that the Divine light of the En Sof, blessed is He, shall shine forth in the place of the darkness and sitra achara throughout this world, all the more strongly and intensely, with the excellence of light emerging from darkness, than its effulgence in the higher worlds, where it shines through “garments” and in concealment of the Countenance, which screen and conceal the light of the En Sof, blessed is He, in order that they should not dissolve out of existence. For this purpose, the Holy One, blessed is He, gave to Israel the Torah which is called “might” and “strength,” as the Rabbis, of blessed memory, have said that the Almighty puts strength into the righteous in order that they may receive their reward in the hereafter, without being nullified in their very existence, in the Divine light that will be revealed to them in the hereafter without any cloak, as is written, “Your teacher shall no longer be concealed from you [literally: He will not conceal Himself from you with robe and garment]…but your eyes shall see your Teacher.” It is also written, “For they shall see eye to eye…” and “You shall no longer have the sun for light by day…for the Lord shall be to you for an everlasting light….” It is well known that the Messianic Era, and especially the time of the Resurrection of the Dead, is the fulfillment and culmination of the creation of the world, for which purpose it was originally created.
The Shem MiShmuel develops the Exodus as the paradigm for Israel's collective redemption: national freedom requires inner purification and preparation to receive Torah.

The passage states that the purpose of Israel's connection to Eretz Yisrael is for Israel to become one nation whose Divine glory is manifest through God's hand in its history, serving as the sole source from which humanity draws knowledge of God's ways as a complete moral system applicable to both individual conduct and the conduct of nations; this requires that the Divine seal be placed upon the nation as a whole so it knows itself distinguished among peoples as God's people in God's land, and though in Babylon Israel's spirit strengthened and Judaism was founded on the basis of Torah's holiness (from which great Torah centers emerged), only when this consciousness is fully internalized will the nation be able to return to its place and land in full strength, at which time God will remember His people in a general way and raise a banner before the nations.

"Lift up a banner for the ingathering of our exiles and gather us together from the four corners of the earth" is not only a prayer it is a thrice-daily reaffirmation of the centrality of the Land of Israel in the life of the people of Israel. It is a key to the survival of the Jew.
